Research On The Supervision Of Prepaid Consumption In Chaoyang District, Changchun City

Alongside the market development,the prepaid model has been accepted and adopted by consumers and businesses.Though this prepaid model normally brings convenience and some sorts of instant dividend to the users,it also has drawbacks and adverse impacts.Every outbreak of the conflict of interests contained in this consumption model not only violets the consumers’ rights and interests,undermines the stability of the society,but also has deep impacts on the growth of the market.It becomes crucial that effective supervision towards the prepaid model must be implemented-this answers the needs of protecting consumers’ rights;this promotes the modernization of local governance;this serves the goal of consumption-driven economic growth.In recent years,the Chaoyang District of Changchun City has taken multiple measures to implement the supervision of prepaid consumption model,and has made certain progress in the procedures and the outcomes of protecting the consumers’ rights.However,there are still some issues and deficiencies.This article focuses on the current situation of prepaid consumption supervision in Chaoyang District.First,it consults the relevant literature and materials and analyzes the status quo of domestic and foreign researches and supervision practices.Secondly,using research methods such as questionnaires,case analysis,and in-depth interviews,it summarises and pin-points the issues and causes of the current situation of the supervision practice of prepaid consumption model in Charyang District.Finally,it puts forward suggestions based on the experiences of better practices across the globe.Studies have shown that the main problems of prepaid consumption supervision in Chaoyang District,Changchun City are,but not limited to,the immature preparations for prepaid model,the ineffectiveness of the supervision practices,and the limited impact of the rights protection outcomes.Studies also summarise the main causes of said problems are the immaturity of the supervision system,the under-developed supervision measurements and mindset of the officials.Based on relevant public governance theories and new regulation theories,this article suggests:Prior to the conduction of the supervision,the governance parties need to properly prepare for the supervision practices in all aspects;During the practice,the enforcement parties need to work together to ensure the best outcomes,at the same time work individually to complete all tasks necessary;After the practice,all parties involved need to maintain the outcomes of the supervision and enlarge the impact of positive outcomes towards the market.
