Practical Research On The Participation Of The Grassroots CPPCC In Jilin City In Social Governance

Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee has made great efforts to promote the modernization of the governance system and governance capacity.As a special consultative institution,the CPPCC is an important part of the social governance system.The municipal and district CPPCC are grassroots CPPCC organizations,which play irreplaceable roles in promoting the modernization of social governance.How grassroots CPPCC organizations better participate in social governance in the new era has important theoretical and practical significance.Based on the framework of governance theory,this paper comprehensive used the multi-center governance theory,deliberative democracy theory and other related theories.Based on the general requirements of the Party and the state for the CPPCC and social governance in the new era,this paper expounds the relevant concepts and theoretical basis of the participation of grassroots CPPCC in social governance,Combing and analyzing the theoretical and practical basis of grassroots CPPCC participation in social governance.This paper focuses on the practice of Jilin Grassroots CPPCC ' s participation in social governance,and summarizes the main areas,six ways,innovative practice and experience of Jilin CPPCC ' s practice.This paper points out the problems existing in the practice of Jilin grassroots CPPCC,such as insufficient embedding of participation in governance,lack of innovation and exploration,insufficient role and low degree of social recognition.Based on the experience and practice of grass-roots CPPCC organizations in other regions in China in participating in social governance,this paper puts forward path suggestions from the aspects of the attention and support of the party and government departments,strengthening institutional guarantee,participation mechanism,capacity construction,external environment construction and innovation construction.This paper aims to better promote grassroots CPPCC participation in social governance.
