Research On The Restrictive Factors And Countermeasures Of The High-quality Construction Of Rural Culture In The Post-poverty Era

During the 13th Five-Year Plan period,55.75 million rural residents were lifted out of poverty.Eliminating poverty is not an end,but a new starting point.In the post-poverty era after the task of poverty alleviation is completed,we need to consolidate and expand the achievements of poverty alleviation and effectively link them with rural revitalization.In order to prevent the spiritual return to poverty and strengthen the sustainable development ability of the rural population after poverty alleviation,the rural culture construction of high quality out of poverty is endowed with a new historical task and path choice,which is also of great practical significance for rural revitalization.In recent years,under the joint efforts of governments at all levels,village “two committees”,social forces and the vast number of farmers,the cultural construction of rural poverty alleviation has made great progress,but there are still many problems to be solved in the aspects of infrastructure and cultural awareness.This paper mainly includes the introduction,related concepts and theoretical basis,the situation of rural cultural construction in Long Ju Town,Wanzhou District,Chongqing Municipality,the restriction factors of the rural culture construction of high quality in the post-poverty era,and the countermeasures of the rural culture construction of high quality in the post-poverty era.The first part of the introduction is mainly to summarize the academic research results,on the basis of theoretical analysis and empirical analysis,plans to use the combination of macro and micro,qualitative and quantitative analysis,questionnaire survey and field survey and other methods to study this topic.The second part is the definition of relevant concepts and theoretical basis,firstly the definition of post-poverty era,high quality and rural culture.Then it expounds the Marxist cultural theory and the cultural theory of sinicized Marxist,making it a theoretical guide for of the rural culture construction of high quality in the post-poverty alleviation era.The third part takes Long Ju Town,Wanzhou District,Chongqing as the research object.Starting from the public cultural facilities and spiritual culture,based on the current situation of rural cultural construction after poverty alleviation,the factors restricting the high-quality development of rural culture after poverty alleviation are analyzed from the perspectives of the government,rural people and farmers who are out of poverty,and the path of high-quality construction is discussed.The fourth part further analyzes the restrictive factors of high quality construction of rural culture.At present,the high-quality development of rural culture after poverty alleviation is hindered by such factors as imperfect public service facilities,limited capital investment,hindered inheritance of excellent traditional culture,insufficient utilization of cultural resources,lack of cultural construction talents,and weak participation consciousness of some farmers who have been lifted out of poverty.The fifth part aims at the restriction factors of the rural culture construction of high quality,and puts forward the feasible countermeasures from the three aspects of government,rural areas and farmers.The sixth part mainly includes concluding remarks,references,acknowledgments,qu estionnaires and so on.
