The Impact Of Cultural Tolerance On Innovation Capacity In Chinese Cities: The Moderating Role Of Industrial Diversity

In the "14th Five-Year Plan",the party proposed to unswervingly implement the new development concept of innovation,coordination,green,openness,and sharing,adhere to the general keynote of the work of seeking progress while maintaining stability,with the theme of promoting high-quality development,and deepening supply.Side structural reforms are the main line,with reform and innovation as the fundamental driving force.Innovation is mentioned many times in the policy.High-quality economic development is inseparable from innovative development.Urban economic growth is the core driving force of national economic growth.To achieve urban economic growth,innovation must be the focus of urban economic development.This is to promote high-quality urban economic development in China.A must for development.However,the distribution of innovation among different cities is uneven and there are obvious differences.Thanks to the urbanization in recent decades,the city has gradually developed a tolerant open environment.As a result,creative people with different views and ideas have been attracted by a large number of people,forming a concentration of human capital in the urban area.Have a positive effect on the city's innovation ability.In addition,industrial diversity plays a moderating effect on the relationship between cultural tolerance and urban innovation capabilities.In other words,an open and inclusive city attracts diverse migrant populations and provides necessary talents for the development of diverse industries;conversely,cities with diverse industries also need a variety of talents,thus forming human resources.The accumulation of capital has promoted the improvement of urban innovation capabilities.Since cultural tolerance is a more difficult variable to measure,based on the review and literature,referring to the research of Wang(2019),cultural tolerance is measured by the proportion of employees in the culture and entertainment industries.This article then uses the data of 267 prefecture-level and above cities in China's mainland to conduct empirical tests from 2003 to 2018.The empirical results show that the cultural tolerance of cities has a significant positive role in promoting urban innovation capabilities,which indicates that cities are inclusive and open.The environment is significantly related to the city's innovation ability.An open urban culture and a good humanistic atmosphere attract a large number of foreign populations and creative talents.Diversified industries also require the participation of these talents,thereby enhancing the overall innovation capabilities of the city.The test results of the moderating effect of industrial diversity found that the coefficient of the interaction term is significantly positive,and the graph of moderating effect also shows that industrial diversity plays a role in the relationship between cultural tolerance and urban innovation ability.Hypothesis 2 has been confirmed,that is,industrial diversity plays a positive role in it.This paper further conducts a qualitative analysis of regional heterogeneity and urban scale heterogeneity and a robustness test of replacing the explained variables and endogenous issues.The empirical results show that the relationship between cultural tolerance and urban innovation ability is stable and reliable,and the conclusions are good.Of reference.This paper proposes the following conclusions:(1)Cities with high cultural tolerance have better urban innovation capabilities;(2)Industrial diversity plays a positive role in the influence of cultural tolerance on urban innovation capabilities,and it strengthens(3)The size of the city also has a significant impact on the city's innovation ability.The effect of small cities is not as good as that of large cities.Therefore,this article proposes the following policy implications:(1)Policy makers should lower the entry barriers for migrant workers,Treat heterogeneous cultures rationally,treat new things rationally,have an open and tolerant attitude towards the foreign population,and be willing to accept people from different cultural backgrounds in the city;(2)The government attaches importance to the development of young groups and pays attention to the humanistic atmosphere of the community Cultivate and actively improve the urban humanistic environment;(3)Enterprises and related scientific research institutions should regularly open up and strengthen external communication to promote information exchange and knowledge sharing;(4)Urban planning and long-term goals should increase the public foundation of people's livelihood in the city The supply of facilities has realized supply-side reforms.In the 14 th Five-Year Plan and the 2035 long-term goal recommendations,it reads: Persist in innovation-driven development,and comprehensively shape new development advantages.This paper conducts a simple research on how cultural tolerance affects the city's innovation ability,and puts forward relevant suggestions.It is hoped that it can provide some supplements to the literature in related fields and provide some policy suggestions for local innovation and development.
