Research On Poverty Reduction Effect Of New Rural Cooperative Medical System On Multidimensional Poverty Of Rural Empty-nest Elderly

With the development of China’s economy,traditional intergenerational link is weakening.And it is spawning a large group of empty-nesters at a very rapid speed.The empty-nesters are in a high-risk area of poverty.The importance and urgency of targeted poverty alleviation are highlighted by it.With the deepening of poverty alleviation work and awareness,in the dimension of low income to understand and identify poverty,it is obviously not enough to support for dealing with poverty alleviation under the new circumstances.Accurate identification of poverty is conducive to lift efficiency and to enhance the effect of poverty alleviation.Poverty identification based on multidimensional perspective is conducive to analyse China’s current situation of poverty.And it supplies the evidence of accurate identification to make the project of poverty alleviation.China’s rural medical care system for poverty alleviation plays an important role in the strategy of targeted poverty alleviation.As the first line of defense of anti-poverty mechanism in rural area,achieving social minimum guarantee function is the key of improving poverty among the elderly.This paper based on the data of the Chinese elderly health and longevity survey in 2018 to locate the rural empty-nester population.Firstly,stared with the perspective of multidimensional poverty,and built a framework of five dimensions including economy,health,mental health,life satisfaction and nutrition intake to make accurately identify poverty.Secondly,based on the poverty reduction path of the new rural cooperative medical care system,empirically testing the impact of the new rural cooperative medical care system on multidimensional poverty and multidimensional poverty of empty nesters.In addition,the differences of individual,family and community characteristics of empty nesters are discussed.Research shows that:（1）at the higher incidence of multidimensional poverty in the rural empty-nesters,the incidence of each dimension is different,the physiological health’s,economic dimensions’ and subjective well-being’s rate of contribution are higher.（2）the influence of individual’s,family’s and community’s characteristics on the incidence of poverty have heterogeneity.（3）new rural cooperative medical system can reduce the occurrence of empty nest elderly’s poverty,it has heterogeneous effects on different dimensions.Finally,based on conclusions,a series of policy recommendations are put forward.Firstly,a scientific poverty measurement system should be established to accurately identify the poverty of empty-nesters.Secondly,improve the medical security system in rural areas,improve the proportion of medical reimbursement and the comparability of medical services.Finally,the infrastructure construction in rural areas and the rural community service system should be improved to achieve the combination of formal and informal support for rural empty-nesters,so as to facilitate the positive development of aging.
