Research On The Effects Of Poverty Alleviation Of New Rural Cooperative Medical System And Its System Optimization

In the decisive stage of building a well-off society in an all-round way,socialism with Chinese characteristics has entered a crucial period in the new era.The Party and the state have called on various industries to participate in targeted poverty alleviation,and the participation of insurance in poverty alleviation has become an important part of targeted poverty alleviation.The participation of New Rural Cooperative Medical System in targeted poverty alleviation is conducive to the transformation of poverty alleviation from "Blood Transfusion" to "Hematopoiesis".It is helpful for the Party and the government to walk out a path of "Chinese-style poverty alleviation",which is widely praised by the world.In this paper,SPSS and Logistic model are used to analyze the poverty alleviation performance of New Rural Cooperative Medical System in Wanshan District of Guizhou Province regarding both the objective and subjective sides.According to the results of investigation and empirical analysis,the feasibility optimization suggestions are put forward.The study found that,with the continuous implementation of New Rural Cooperative Medical System in Wanshan District,the coverage rate of farmers' medical insurance increased rapidly,which to a certain extent solved the problem of the farmers in this area who did not dare to see a doctor and had difficulty in seeing a doctor.Although the phenomenon of illness-caused poverty has been improved,the effect of poverty alleviation on regional families is not obvious.The empirical study found that the main factors that affect farmer'subjective understanding of the poverty alleviation performance of New Rural Cooperative Medical System are that whether to purchase serious illness medical insurance,reimbursement efficiency,satisfaction degree on seeking medical treatment in different places,income level,family size,rationality of reimbursement for serious illness,health status,and age.Therefore,with the stable participation rate and the continuous popularization of New Rural Cooperative Medical System,it is difficult to improve the poverty alleviation benefits of New Rural Cooperative Medical System by increasing publicity,strengthening management,improving participation rate,and increasing the scale of financing alone in a traditional way.This paper argues that New Rural Cooperative Medical System should be optimized with both precision and accuracy in overall planning in the poor counties of Southwest China,such as Wanshan District.Starting with the combination of government,enterprises,society,and individuals,it is necessary to promote the concerted efforts of financial institutions to give special medical treatment for serious diseases,form a policy of paying after seeing a doctor to improve reimbursement efficiency,implement the policy of one-stop settlement for medical treatment in different places,design accurate insurance products for regional special diseases,and develop regional characteristic economy to promote the simultaneous development of economy and medical insurance,in order to increase farmers' income.
