The development of the grass-roots society cannot be separated from the key element of talents.The more difficult and remote the area,the more demanding the support of talents.For a long time,under the influence of the dual economic structure of urban and rural areas,the uneven distribution of health personnel resources in regions,the serious shortage of primary health personnel,and the low level of knowledge development have not been effectively resolved.As the "guardians" of the health of the grassroots people,in the context of the concept of "Healthy China2030",promoting the robustness and sustainable development of the grassroots health personnel has become the focus of widespread attention in the field of grassroots public health services.Based on this,this article focuses on and diagnoses the driving factors that influence the rooting of health talents in the grassroots work by focusing on the research field of how to guide the flow of health talents to the grassroots by focusing on the reality of the shortage,low quality,and serious loss of grassroots health talents.Explore and design maneuverable and accurate guidance strategies and specific paths that promote the flow of health talents to the grassroots level.This paper selects 10 districts(counties)in Guiyang City as the research target area.Based on the push-pull theory,the need-level theory,the theoretical guidance of the new institutionalism theory and the lock-in of the shortage of grassroots health personnel,a scientific and reasonable interview outline is designed.Three types of subjects,including grassroots health professionals in the target area,grassroots health personnel managers,and health technical talents required by the grassroots,were sampled to conduct semi-structured interviews.Construct an interview data database by obtaining interview-related data and materials.On this basis,we adopt the grounded theory of qualitative research and use the statistical software NVivo11.0 to carry out the three-level coding of interview data,and then explore the key driving factors for the flow of health talents to the grassroots level,and construct the key drivers for the flow of health talents to the grassroots level.The theoretical framework of factors.Based on the explanation and analysis of the theoretical framework of driving factors,the research concludes that the driving factors that promote the flow of health talents to the grassroots can be divided into two areas:institutional factors and non-institutional factors,among which institutional factors have a direct driving effect.Finally,a specific strategy for guiding the flow of health talents to the grassroots is designed from the three dimensions of concept guidance,system incentives,and resource allocation.
