| Public health emergencies have always been at our heels during the long course of human society,posing a serious threat to the safety of human life and property.In the past 10 years,World Health Organization has announced 6 "public health emergencies of international concern" : H1N1 influenza epidemic in 2009,polio epidemic in 2014,West Africa Ebola epidemic in 2014,The Zika virus outbreak in2016,The Ebola Virus Disease(EVD)outbreak in the Democratic Republic of Congo in 2018-2020 and Covid-19 outbreak in 2020.These events have spread across borders,among which the Covid-19 has the greatest impact.At present,the situation of the domestic epidemic prevention and control continues to improve,but the international epidemic continues to spread.What’s worse,the mutating virus which might help the pathogen spread more easily is spreading in Britain,South Africa and Brazil.R city port,as a national first-class open port in 1986,is one of the 20 main coastal hub ports.More than 100 countries and regions in the world are open to navigation,international ships enter and exit the country more than 4,000 times a year,the annual cargo throughput exceeds 400 million tons.Strictly guarding against cases has become the primary political task of the customs.It is time to improve the management capabilities of public health emergencies at border ports.In this context,how to implement regular epidemic prevention and control measures and minimize the impact of port public health emergencies becomes an important topic that the customs urgently needs to deal with.This article starts with the current research on risk management in the context of the Covid-19 epidemic,summarizes relates concepts and theories of risk management,and the current research status at home and abroad,and discusses the application of risk management in port public health emergencies at this stage.At the same time,taking the epidemic prevention and risk management of the Customs as the research object,it analyzes its management practice status and main methods from each link in the risk management process,analyzes its existing problems and causes of problems through typical cases,comes up with measures to better respond to public health emergencies at border crossings and concludes that the full use of risk management methods can effectively improve the effectiveness of regular epidemic prevention and control.Provide reference for the application of risk management in port public health emergencies. |
