The frontier region and basic level country are as worst-hit areas of public health emergencies, as well as the blind angle of government management. To construct a sound crisis management system and mechanism, improve the coping capacity of kinds of public crisis and ensure the national and local economic, political and social development, are all important and urgent issues for country and local.On the foundation of analysis on public healty incident emergency management in frontier region of Yunnan, in the ease of Lincang, with theory adoption of Public Management, Emergency Management, Using methods of literature review, case study and comparative research, from the perspective of plan, structure, mechanism and legal system objectively analyzes the achievement and weak points in public health incident emergency management in frontier region of Yunnan. With experience from some developed conutries such as USA and Europe in this field. The paper puts forward the constructive projects of public health incident emergency at macro and micro level.The core concept of this paper is to slove the emergencies in basic level, found wide overlay and colse connection in emergency systems, set up some operant plans, enhace a mechanism of sensitive and timely detection. Strengthen the public financial investment to establish public health resources security system, and strengthen international communication and public participation and so on. For rural and under-developed areas, border region government's emergency management has practical significance. And for perfecting the emergent public health event emergency management work has actively significance.
