| Animal husbandry provides the basic industry of China's national economy and an important part of agriculture,pig farming is an important production sector of animal husbandry,the healthy and stable development of pig breeding market has a very important role in the daily life of residents.Since 2007,China has implemented a number of policies to enhance the ability of farmers to withstand natural disasters,epidemics and accidents and other risks.However,with the more standardized and large-scale breeding,the mortality rate caused by natural disasters,diseases and other risks guaranteed by the existing aquaculture insurance is gradually reduced,and the losses caused to farmers are gradually reduced;In 2014,the central government put forward "exploration of grain,pig and other agricultural products target price insurance pilot",since then pig target price insurance as a way for farmers to avoid price risks gradually entered everyone's vision,become a new trend of pig breeding insurance development.In May 2014,Shandong Province signed the first pig price index insurance,in order to help farmers resist price risks to provide a certain protection,however,pig price index insurance is still too single level of protection,unreasonable rate determination,moral hazard and other issues.In 2018,Shandong Province piloted the pig target price insurance in Dongying City to further address the damage caused by the risk of pig prices,and completed the payment in early 2019.Based on the research on domestic and foreign relevant literature,related theories,the current situation of pig breeding in Shandong Province and the application of pig target price insurance,this paper makes a performance evaluation of the pilot pig target price insurance in Dongying City,Shandong Province,so as to find the problems in the pilot process and find the method to improve the performance evaluation.The main contents are:First,combined with the research data of 294 farmers from three dimensions of indicator analysis,it is concluded that: pig target price insurance can help ease fluctuations in pig prices,maintain market balance and promote the development of agricultural insurance,but the coverage is insufficient,government subsidies pressure;However,the high rate of compensation and high insured loss rate restrict its further development.Second,from the government,farmers,insurance companies,the three major interests of the main body to build three dimensions,19 indicators of the pilot performance evaluation system of pig target price insurance in Dongying City,Shandong Province,using the AHP level analysis method to calculate the proportion of the evaluation system indicators,Multiply the proportion with each corresponding expert score to achieve a performance evaluation score of 8.385 points,the evaluation level is good,including: the government score of 5.215,reached the excellent level;Third,according to the index analysis and AHP evaluation results,the problems in the pilot process of pig target price insurance in Dongying City,Shandong Province,and based on the three dimensions of the government,farmers and insurance companies,respectively,put forward to improve the pig target price insurance subsidy system and steadily promote the pig target price insurance pilot,carry out pig "insurance and futures",establish the pig target price disaster risk dispersion system and improve the information collection system,reasonable set the target price proposal,It is hoped that china will provide a certain reference for the large-scale development of pig target price insurance,to protect the income of farmers in China on a larger scale,and to ensure the smooth development of China's pig farming industry. |
