The frequent occurrence of extreme weather events has made the issue of ecological environment increasingly valued by all sectors of society.Seeking the path of harmonious and sustainable development between man and nature is the only way for China to move from rapid development to high-quality development.The water transfer project is an important livelihood project to alleviate the uneven distribution of water resources between regions.The implementation of the cross-basin water transfer project needs to coordinate the relationship between resources,environment and development,involving multiple stakeholders.Ecological compensation is a necessary guarantee for the sustainable development of cross-basin water transfer projects,but conflicts of interest caused by issues such as regional differences,limited compensation funds,improper sewage treatment,and imperfect mechanisms.To a certain extent,it hinders the development of the water transfer area,making the contradiction between the water transfer area and the water receiving area more obvious.In order to coordinate the development of the water transfer area and the water receiving area and balance the interests,this paper takes the Niulan River-Dianchi Water Replenishment Project as an example and combines the evolutionary game theory to conduct a multi-stakeholder game analysis of the ecological compensation in the river basin.First,it sorts out domestic and international ecological compensation and evolutionary game related research,and makes further supplements from different perspectives on the basis of predecessors;secondly,introduces the relevant theoretical content of cross-basin water transfer project ecological compensation and evolutionary game;thirdly,combining the status quo and different stakeholders involved in the ecological compensation of the Niulan River-Dianchi Water Replenishment Project,construct different levels of game models;finally,use Matlab software to analyze the evolutionary results Simulate simulation,and give corresponding countermeasures and suggestions based on the results.Through research,it is found that from the macro level,the spontaneous game between the water transfer area and the water receiving area cannot achieve the ecological evolution equilibrium,and it is necessary to introduce constraints to intervene;the feedback complaint cost,the amount of complaint subsidy,and the expected return value of the water transfer area are directly related to the balance of ecological compensation.The evolutionary game between the government,enterprises and the public at the micro level is affected by many factors such as governance costs,government subsidies and penalties.The higher-level departments should actively participate in the governance work and appropriately adjust the scope of subsidies and penalties,so as to achieve the goal of ecologically sustainable development.
