| The phrase “for rich,to build a road” popularly expresses the positive role of road traffic in promoting economic development and improving people's livelihood,and also reflects the early Chinese people's good wishes of supporting road construction and looking forward to the early opening of traffic.Lu Xun said,“There is no road in the world,and when more people are walking,the road comes into being”.At the beginning of the founding of the People's Republic of China,the mileage of roads in China was only 80,000 kilometers,and the technical level was very low.After the founding of new China,the capital investment in highway construction has increased year by year,and the mileage of roads has increased significantly.In particular,the “13th Five-Year Plan "and " 14 th Five-Year Plan” put forward the planning objectives of "connecting rural oil roads" and "establishing village roads".According to incomplete statistics,the mileage of roads in the country has reached 5.2 million kilometers,and the road network coverage rate is over 70% by 2020.Road-centered work has gradually changed from new roads to road reconstruction and expansion,upgrading,and daily management.Therefore,it has become an important topic to analyze and summarize the experience and lessons in the process of road upgrading and management in recent two years,and to provide a valuable theoretical basis for future work.The author of this paper is based on his working practice,stands in the perspective of the government manager(Party A),and adopts the qualitative method of narrative research.This thesis takes the three projects in Kunming typical cases of upgrading,reconstruction,and management,namely,“Mingquan Toll Station of Kunyu Expressway to Majinpu Section”,“Shi Hu Guan Overpass to Daguanhe Bridge Section Viaduct of Kunming Second Ring Road” and “Luquan to Dasongshu Highway(Luquan to Banjiao Section)”.By investigating the background of the project construction and summarizing the existing research results through literature combing,this paper points out the value,significance,and research direction of the selected cases.Through the complete statement of typical cases,and then the analysis and research in the way of summary,the following conclusions are drawn: First,under the background of China,s entering the era of high quality development adaptability of government authority in engineering goveeernance.This thesis describes in detail the whole process of the upgrading and reconstruction projects of three roads in Kunming from design,formation,construction and completion and opening to traffic by the way of telling stories,and tells the details of some work in the construction process.By analyzing the working methods and effects in the construction process and observing and summarizing the actual effects after completion,it is pointed out that Kunming Municipal Government has carried out its work and achieved results in the process of road upgrading and reconstruction through high-level government co-ordination and strengthening publicity and guidance,which is a manifestation of the reshaping of government authority by relying on the advantages of the government system and project management has been carried out with remarkable results.Also,"beautiful highway" construction in Kunming is feasible or not,and the existing problems are analyzed and some suggestions are put forward,hoping to give Kunming government and transportation departments more realistic reference significance in future work,which is conducive to improving the overall environment of the road area in Kunming and building a more beautiful spring city. |
