In order to implement the spirit of the 19 th National Congress of the Communist Party of China and the ecological civilization thought of General Secretary Xi Jinping,the issue of ecological environment management of rivers and lakes is gradually being paid attention to by the public.Combining the institutional innovation of the development background of the times and the requirements of General Secretary Xi Jinping on ecology,harmony between people and water,green development and the concept of "green water and green mountains are golden mountains and silver mountains",In order to further promote the national river chief system and lake chief system from "famous" to "practical",the Ministry of Water Resources proposed a demonstration river and lake construction project in November 2019 to effectively maintain the health of rivers and lakes and promote the ecological appearance of rivers and lakes.Restore and build an ecological pattern of beautiful rivers and lakes and healthy rivers and lakes.The study area selected the Jiamusi section of the Songhua River in Heilongjiang Province,one of the first batch of 17 provinces and cities in the country to be built as a demonstration of rivers and lakes.Governance exploration provides valuable experience.Based on the actual situation of the ecological environment of the Jiamusi section of the Songhua River,this thesis focuses on the evaluation and research of the construction effectiveness of the demonstration river and lake in the Jiamusi section of the Songhua River in 2020.Based on the progress of the Songhua River Jiamusi section of the demonstration river and lake construction project in 2018 and 2019,and the implementation plan for the construction of the Demonstration River and Lake Construction of the Jiamusi Section of the Songhua River in Heilongjiang Province in 2019,and the Demonstration River of the Jiamusi Section of the Songhua River in Heilongjiang Province in 2019 "Lake Health Evaluation" and related data are combined to construct an evaluation index system for the construction effectiveness of a demonstration river and lake suitable for the Jiamusi section of the Songhua River.This research is based on the content of the demonstration river and lake construction in the Jiamusi section of the Songhua River,so as to reflect the development and construction status of the demonstration river and lake construction nationwide in 2020,and is intended to promote the construction of demonstration rivers and lakes in other regions of the country in the future.Provide valuable reference opinions.The main research contents and conclusions are as follows:(1)According to the actual situation of the construction of the demonstration river and lake in the Jiamusi section of the Songhua River,and drawing on the domestic and foreign research results on the river(lake)long system,beautiful rivers and lakes,aquatic ecological civilization cities and other related fields,the PSR model evaluation index system is selected The establishment of a criterion layer based on three aspects of ecological pressure,status and response,and a model river and lake construction effectiveness evaluation index system with a total of 25 evaluation indicators as the indicator layer.(2)In order to improve the accuracy of the calculation results of the 25 evaluation index weights in the indicator layer,combined with the respective advantages and disadvantages of the subjective and objective weighting methods,the comprehensive weighting method is used to combine the analytic hierarchy process selected in the subjective weighting method with The objective weighting method adopts the entropy weight method for coupling calculation to obtain the comprehensive weight,which helps to ensure the objectivity and scientificity of the evaluation of the effectiveness of the demonstration river and lake construction.(3)Combining the actual situation of the construction of the demonstration river and lake in the Jiamusi section of the Songhua River and various opinions,this paper introduces the matter-element extension model on the basis of the PSR model for comprehensive evaluation and analysis.The matter-element extension model is used to comprehensively evaluate the construction effectiveness of the demonstration rivers and lakes in the Jiamusi section.This study conducts an in-depth study of its construction in the three years from 2018 to 2020.The research results show that its construction effectiveness in 2020 is excellent.This is not only consistent with the progress of the first batch of demonstration river and lake construction pilot projects in the country,but also in line with the actual work situation of the Jiamusi section of the Songhua River,and it also illustrates the feasibility of selecting matter-element extension analysis.
