Cost management plays a key role in project management.By combining the actual situation of the project,formulating a scientific cost management plan,scientifically controlling the manpower,material consumption and other consumption expenditures that occur in the process of engineering construction,and making timely corrections to the deviations found in cost management,the stability of project operations can be improved and the operating efficiency of the project construction company can be enhanced.With the macroeconomic development entering a new normal,the internal and external environmental factors faced by construction projects are becoming increasingly complex,with internal governance system construction,organisational structure,external market environment,policy changes,etc.,all of which may bring risks to the cost management of engineering construction projects.the construction site of Project H is located south of Gangcheng East Street,north of the planning road,west of the site boundary and east of the planning road in Gaoxin District.The total planned land area is 2.85 hectares.After the project is built,it will be used as a platform for R&D services for high-tech products such as software development,software service outsourcing and IBM-ETP training base,etc.The cycle of Project H is from March 2020 to May 2022.This paper takes Project H as the research object,analyses its cost management from the perspective of on-site construction management,and proposes targeted cost control measures.In this study,the author first analysed and outlined the background and role of this research activity,collated the current literature available,determined the research structure of this paper,and summarised in depth the relevant definitions and methods of cost management,etc.,so as to lay the theoretical foundation for the cost management of H engineering project in the later paper.Secondly,taking the H engineering project as an example,on the basis of the introduction of the basic situation of the project,the cost plan of the project was compiled,while the target cost method was used to clarify the target cost of the project at various stages.Again using the earned value method,the data collected is used to analyse the deviations in cost management and put forward corresponding corrective measures,and finally the cost control steps and implementation safeguards for the H project are proposed.The main findings obtained are: firstly,according to the WBS method,the H project was decomposed into sub-projects such as earthwork,piling and foundation works,supporting works,installation works and completion and acceptance.The earthwork sub-project was further decomposed into five items such as earth excavation,road foundation filling,foundation backfill,fees and taxes,etc.The piling and foundation works were decomposed into several items such as piling works,masonry works,main works of one to three storeys and main works of four storeys or more,etc.The cost estimate of Project H was RMB 251 million,including the parts of earthwork,piling and foundation works,etc.The earthwork,piling and foundation works The cost estimates were RMB6.6million and RMB146.3 million respectively,and the finalised budget cost was RMB251 million with a target cost of RMB191 million.Secondly,the major cost deviations in earthwork were reflected in the two parts of roadbed filling and foundation backfill,which were RMB310,000 and RMB250,000 respectively,with relatively large deviations.The actual costs of the piling works and masonry works were 1709 and 1559,with overruns of1.09 and 1.59 million yuan respectively,which were more related to the consumption of steel bars in the piling works.The design quantity of steel consumption cost per M3 pile consumed was 0.0409,but the actual consumption quantity was 0.0702,which led to the actual cost overruns in this section.
