PPP Ecological Construction Project Risk Managemen

The construction of ecological environment infrastructure plays an important role in improving the quality of our country's ecological environment,and also improving the ecological construction system.However,the construction of ecological environment infrastructure requires a large amount of long-term investment.Relying on government forces alone will lead to problems,such as insufficient funds,inflexible development and so on.It is benefited for realizing the triple effects of ecology,economy and society by introducing PPP cooperation mode into ecological construction to attract social capital investment and to form cooperative relationship with the government.Due to the large scale of capital investment,long construction period,complex organization and implementation and many other risk factors in the entire life cycle of PPP ecological construction projects,the risk management of PPP ecological construction projects is of great significance.However,a complete idea has not been sorted out about the key issue of how to achieve effective risk management of PPP ecological construction projects.Taking Erenhot experimental area project as the research object,this paper explores the risk management path of PPP ecological construction project.The results show that project risk management mainly goes through three steps: risk identification,factor analysis and response.Firstly,the risk identification should clarify the overall risk characteristics of the project.Combined with the literature research results and the actual situation of the project,the work breakdown structure method is adopted to refine the whole project into a single sub-divisional project for identification.On this basis,the project risk identification list is prepared for visual listing;Secondly,after the data collection,the risk matrix method is selected for risk analysis combined with Borda sequence value to clarify the importance of each risk element;Finally,the countermeasures are proposed and explained in detail.Through the above process,the project risk management path of PPP ecological construction is finally constructed.The research conclusion can not only provide new ideas and reference for the project risk management of Erenhot experimental area,but also have guiding significance for the effective risk management of similar PPP ecological construction projects.
