Scientifically analyze and evaluate the effectiveness of comprehensive control of rocky desertification in Bijie City,summarize control experience,provide decision-making basis and technical support for the next comprehensive control of rocky desertification,accelerate the ecological restoration of rocky desertification land,improve the regional ecological environment,and promote Bijie City The construction of the first demonstration zone of ecological civilization and the realization of sustainable economic and social development are of great significance.This article takes Bijie City as the research object,uses the second and third rocky desertification monitoring data to collect basic data such as related operation design,acceptance reports,forestry statistics data since the start of rocky desertification control,and combined with small watershed surveys.It is to analyze the distribution characteristics and evolution trend of the rocky desertification in Bijie City after the treatment;the second is to refer to the existing evaluation indicators and use the AHP method to establish an evaluation index system for the construction of the comprehensive control of the rocky desertification in Bijie City;the third is to comprehensively Using Delphi method,AHP method,fuzzy comprehensive evaluation method,factor scoring method,following the existing principles and combining the actual situation of the study area,the comprehensive benefit evaluation system of rocky desertification control is constructed;fourth,on the basis of the above research,It points out the problems in the comprehensive control of rocky desertification in Bijie City,and puts forward suggestions and countermeasures for sustainable development.The results are as follows:1.By comparing the two rocky desertification monitoring data,it is concluded that the control of rocky desertification in Bijie City has achieved remarkable results.(1)The area of rocky desertification has been significantly reduced,from 598359.5hm2to 497815.22hm2,a decrease of100544.28hm2a decrease of 16.8%.(2)The degree of rocky desertification was significantly reduced.By comparison,it was found that the area of extremely severe rocky desertification was reduced from 5752.8hm2to 3733.25hm2,a decrease of 2019.55hm2,a decrease of 35%;the area of severe rocky desertification was reduced from 63068.5hm2to 50199.17hm2,a decrease The area of moderate rocky desertification decreased from 356138.6hm2to 295422.86hm2,a decrease of60715.74hm2a decrease of 17%;the area of mild rocky desertification decreased from 173399.6hm2to 148459.94hm2,a decrease of 24939.66hm2,Decrease by 14%;potential rocky desertification area increased from 488016.8hm2to 568766.83hm2,an increase of 80750.03hm2,an increase of stable.Comparing the monitoring data of the two periods,the reverse evolution has been greatly reduced by 92.8%.(4)From the perspective of land use types,dry land is the most prone to rocky desertification,followed by shrub land,then forest land,land suitable for afforestation,land without standing trees,unfforested land,natural grassland,and sparse forest land.(5)From the perspective of land use rights,comprehensive control measures for rocky desertification cover land with state-owned,collective,individual,and other use rights.(6)From the analysis of the comprehensive vegetation coverage of rocky desertification land,it is concluded that the comprehensive vegetation coverage directly affects the degree of rocky desertification.According to the monitoring data,all potential rocky desertification is distributed when the comprehensive vegetation coverage exceeds50%of the land,and more than 50%of the non-rocky desertification land area is distributed in this area,and the sloping land is still the hardest hit area for rocky desertification.(7)According to the analysis of rocky desertification control measures,the implementation of a series of ecological protection and control measures has played an extremely important role in curbing the expansion of rocky desertification.Among them,forest and grass measures play a leading role,with a contribution rate of more than 50%.With the development of agriculture,the contribution rate of agricultural technology measures is gradually increasing.(8)From the analysis of the causes of rocky desertification land changes,natural evolution factors,other factors,and governance factors are the three major factors affecting rocky desertification land area changes.2.According to the construction evaluation index system of comprehensive control project of rocky desertification in Bijie City,the evaluation score of rocky desertification control project in Bijie City is 81 points,and the evaluation rank is good.(1)Project investment funds are large and sourced.As of 2016,the actual completed investment was 55.92 million yuan,of which the central investment was 506.5 million yuan,the local supporting facilities were 50.65 million yuan,and the integrated funds and social capital were 2.082 million yuan.(2)The engineering tasks were fully completed,and a total of 51754.92hm2,protection forests from the establishment of management institutions,strengthening of system construction,and strict construction quality management.At the same time,engineering construction also has problems such as poor management and protection after construction,unobvious development effects,low investment unit prices,lack of disaster relief mechanism guarantees,and weak anti-risk capabilities,which are also the main reasons for the deduction of evaluation points.3.Through the weight calculation of the comprehensive benefit evaluation index system of rocky desertification control,it can be seen that the rural industrial structure and forest coverage rate have contributed the most to the comprehensive control benefit,and Guizhou Province has vigorously promoted the concept of agricultural industrial structure adjustment and ecological civilization construction in recent years.Fit together.In terms of ecological benefits,after the implementation of the comprehensive control project of rocky desertification,the area of forest land has been increased,the average forest coverage of small watersheds and the average comprehensive vegetation coverage have been improved,and soil erosion has been reduced.In terms of economic benefits,the implementation of the rocky desertification project has solved the employment of about 2.6 million laborers in the project area,covering about 260,000 poor people in the project area.The construction of the project will reduce the per capita disposable income of the people in the rocky desertification area.The increase from 1,500 yuan before treatment to more than 5,500yuan in 2016 has helped the masses in rocky desertification areas lift themselves out of poverty and become rich.In terms of social benefits,the construction of the project has adjusted the rural industrial structure,eased employment pressure,improved the living environment,and guaranteed the safety of people's lives and property and social and economic development in the middle and lower reaches of the Yangtze River.4.Studies have shown that,as a systematic project,rocky desertification control should follow local conditions and follow the principles of soil and water conservation;highlight key points and adhere to the principle of treating both symptoms and root causes;reduce interference and exert natural self-repair capabilities;comprehensive management,protection and development coexist countermeasures.At the same time,we must focus on biological measures,focus on sloping land above 25 degrees,focus on contiguous management,focus on alternative energy development,increase publicity,increase investment,increase technical guidance,and increase follow-up management.Establish a long-term mechanism for the sustainable development of rocky desertification control in karst mountainous areas in 9 aspects including increasing the participation of farmers.
