Research On Early Warning Management Of Enterprise Safety Production Risk In Wenzhou

At present,the rapid development,transformation and upgrading of wenzhou shoemaking enterprises have brought power to the economic development of Wenzhou and injected vitality into the urban development.Behind the rapid and efficient development is the surge of safety management difficulty of shoemaking enterprises,the upsurge of risk index,and the significant increase of supervision cost and difficulty.Therefore,it is particularly important to find out the root causes of the hidden dangers in the production of shoes in Wenzhou and to carry out early warning and prevention before the accident.This paper provides theoretical support for the analysis of early warning management problems of wenzhou shoemaking enterprises through the study of risk early warning management theory and collaborative governance theory.Through the field investigation and demonstration,the paper studies the evolution process of the early warning of safety production risk of wenzhou shoemaking enterprises,finds out the problems existing in the early warning management mechanism of Wenzhou and the development trend of the early warning operation mechanism.Through the field visit to enterprises,understand the basic situation of wenzhou shoemaking enterprises safety production risk warning object,analyze the problem of the early warning object.Based on the dual theory of risk early warning management and collaborative governance,this paper puts forward a reasonable and orderly risk early warning management mode with the government as the leading and enterprises as the main body under the risk early warning management framework system.First,the government should play a leading role.Through strengthening the government’s policy guidance,the establishment of systematic and classified risk early warning management policy system,leading the main body at all levels to build risk early warning management;Establishing and improving the government’s organizational system for risk early warning management,clarifying the early warning management rights and responsibilities of each functional department,establishing the emergency coordination function of each institution,and implementing the government’s human resources,equipment,technology and environment guarantee for risk early warning management construction;Second,we need to implement corporate principal responsibility.Clear enterprise the main body in the important position in the course of the construction of risk early warning management,and put forward the construction of circulation within the enterprise risk early warning management system,including the enterprise risk early warning management team construction,increase the funds investment,strengthen the training education and publicity,establish enterprise risk management information system,to set up the enterprise collaborative mechanism five aspects;Third,to build a good risk early warning management framework system.Through the establishment of risk preparation system,risk assessment system,risk response system and risk disposal system,clear risk information disposal process,effectively play the role of the government and enterprises in the framework system,improve the construction of early warning management.
