Since the reform and opening up,China's extensive economic growth model has brought a series of environmental problems.The increasingly depleted resources and deteriorating ecological environment always remind that the development model of "environment for growth" needs to be changed.In order to change the industrial development mode of "high energy consumption,high pollution and high emission" and alleviate the increasingly serious ecological environment damage,more and more strict environmental control policies have been issued from the central to local governments.Low carbon city pilot policy,which aims at low energy consumption and low pollution,emerges as the times require.The key to the success of the low carbon city pilot policy is whether the industrial structure of the pilot city can be developed in the direction of upgrading and rationalization.Eliminating high pollution production links,achieving high-quality development of urban industry,and achieving a win-win situation of sustainable economic development and environmental protection are the key to promote the construction of lowcarbon cities.On the basis of combing the existing literature,this paper studies the impact of lowcarbon city pilot policy on the optimization of urban industrial structure from both qualitative and quantitative perspectives.Firstly,this paper reviews the relevant literature on the pilot policy of low-carbon city,domestic environmental policy in recent years,the concept of industrial structure optimization and its influencing factors.Secondly,it analyzes the influence mechanism of pilot policy of low-carbon city on the optimization of urban industrial structure from the theoretical aspect and puts forward the corresponding assumptions.On the basis of theoretical analysis,this paper makes an empirical study based on the panel data of 224 cities from 2005 to 2016.Firstly,the double difference method(did)is used to evaluate the impact of low-carbon city pilot policy on the optimization of urban industrial structure;Secondly,the double differential propensity score matching method(PSM-DID)was used to verify the results;Thirdly,the intermediary effect model is introduced to analyze the intermediary mechanism of urban innovation and fiscal expenditure in the process of low-carbon city construction affecting industrial structure;Finally,the robustness is tested by changing the sample size,changing the regression time interval and counterfactual test.The results show that: the pilot policy of low-carbon city promotes the upgrading level of urban industrial structure and inhibits the rationalization level of urban industrial structure.This conclusion is further verified by PSM-DID and robustness test.The results show that urban innovation and fiscal expenditure are the positive mediators of low-carbon city construction affecting the upgrading of industrial structure,while urban innovation and fiscal expenditure do not play a positive mediating role in the process of low-carbon city construction affecting the rationalization of industrial structure.Therefore,in the process of implementing the low-carbon city pilot policy,the government should play a role in promoting the upgrading of industrial structure and avoid the negative impact on the rationalization of industrial structure.
