Research On The Construction Of Safety Management System For Small And Medium-sized Ships In Domestic Navigation

Small and medium-sized vessels generally refer to transport vessels of less tha n 3000 gross tons and less than 100 m captain for cargo and personnel transport.Atpresent,small and medium-sized vessels navigating in China have huge holding c apacity and carrying capacity.Small and medium-sized vessels play a leading role in the domestic ship shipping market.However,due to such factors as low construc tion technology level of small and medium-sized vessels,inadequate management a bility of ship managers and uneven quality of crew,the safety risk of domestic s mall and medium-sized vessels is higher than that of other ship types.In order to strengthen the safety management of vessels,the State has introduced the concept of safety system into the ship industry,issued the Regulations of the People’s Rep ublic of China on the Safe Operation of vessels and the Prevention of Pollution(hereinafter referred to as NSM Rules),and gradually required domestic small a nd medium-sized vessels to establish a ship safety system since 2007.Through sorting out the relevant regulations,laws and regulations on safety m anagement of domestic navigation vessels,this paper analyses the actual operation of the company’s safety management system after NSM rules are implemented for small and medium-sized vessels,and combines with various ship safety accidents h appened in recent years.This paper analyses the prominent problems and contradicti ons existing in the safety management of small and medium-sized ship shipping e nterprises in China at present,and puts forward relevant policies and suggestions f or ship safety operation management so as to gradually improve the safety manage ment level of small and medium-sized vessels in China and realize the win-win si tuation of "ship safety,marine cleaning and company profit".
