Research On The Mechanism Of Third-Party Evaluation And Participation In Pollution Control Decision-making In Industrial Park

Environmental pollution control in industrial parks is the top priority of the government.With the development of industry and technology,the requirements of industrial supervision and empowerment are high.To establish a third-party ecological environment assessment system and promote the institutionalization,standardization and procedural development of the third-party assessment is not only a pioneering,long-term and basic work in the field of ecological environment protection,but also a mechanism reform of ecological civilization It is an important content of the reform.As an effective supervision and supplement of government governance behavior,the third-party assessment not only affects the decision-making of pollution control,but also provides technical support and reference for pollution control.However,as a new model of decision-making participation in pollution control,it has its own limitations and shortcomings.Therefore,in order to make the research more targeted,this study selects D Industrial Park in Anshun City as a case,and makes a theoretical and practical discussion.On the basis of work experience and literature review,this paper forms the research content,research methods and technical route.By referring to the PIA framework,the participatory governance model of experts and scholars,combining with the introduction of third-party assessment in the pollution control of industrial parks,this paper combs and analyzes the factors influencing the decision-making,Finally,taking Anshun D Industrial Park as a specific case,this paper analyzes the dynamic mechanism of the third-party assessment participation from two dimensions: the internal dynamic mechanism of the third-party assessment participation and the external dynamic mechanism of the third-party assessment participation;the information collection mechanism of the public side and the information collection mechanism of the government side Information collection mechanism of pollution control decision-making;after the information feedback is completed,the information utilization mechanism of the third-party evaluation participating in pollution control decision-making is analyzed from two dimensions of the Industrial Park pollution control decision-making scheme design mechanism and the Industrial Park pollution control decision-making implementation monitoring mechanism.Through the study,it is concluded that the assessment task is a top-down administrative transmission,which is interfered too much by the client;in order to achieve the purpose of "promoting construction through assessment" and scientific policy implementation,the professionalism and social responsibility of the third-party assessment scholars,the role-playing and the allocation of power and responsibility tasks of the assessment parties are the key;the whole process of assessment and the stage of assessment information utilization,the public participation and the supervision mechanism are very important It is very important to establish and ensure the investment of funds and the improvement of the government's ecological and environmental protection mechanism.Therefore,in order to bring the third party assessment into the decision-making of pollution control in the industrial park into full play,it is necessary to improve the supervision system of the whole process of assessment,ensure the fairness of information collection,construct the evaluation information utilization system and methods,improve the ecological environment mechanism of the Industrial Park,ensure the capital investment,and ensure the scientific choice of pollution control mode in the decision-making of pollution control .In theory,according to the reconstructed analytical framework of the third party assessment participating in pollution control decision-making,through the detailed analysis of the relevant mechanisms,the analytical framework model is modified,which provides a theoretical paradigm and analytical model for the third party assessment participating in pollution control decision-making;in practice,it provides a new idea for the industrial park to achieve the actual effect of pollution control,and helps to achieve the goal of “beautiful ”China.
