The collective enterprises in the power industry came into being at the end of the1970 s,and have gone through more than 40 years of development so far,from the collective-owned enterprises of the Labor service type set up to solve the employment problems of the educated youth returning to the cities and the unemployed youth,nowadays,many kinds of enterprises,such as electric power construction and installation,engineering consultation and logistics service,are engaged in the main business of power grid,which is closely related to safety production and high-quality service.With the continuous improvement of the market economy system and the further promotion of the "Four Modernizations" of the power companies,the existing institutional mechanisms of collective enterprises have not adapted to the requirements of the new situation,and the size of enterprises is "small and scattered,small and complete",and the main business,labor and personnel,assets and financial relations are not standardized and other issues need to be resolved.Therefore,in the current situation of further deepening the reform of the power system,increasing the intensity of power regulation,ensuring the safety of the power grid and providing high-quality services and other tasks are very burdensome,a practical assessment of the safety carrying capacity of collective enterprises is carried out,it is very important for collective enterprises to continue to play their role in serving the main business of the power grid and stabilizing the staff and workers.Combined with the characteristics of numerous construction projects of electric power companies and the difficulty of implementing safety responsibility of collective enterprises,this paper aims at the outstanding problems existing in the safety management of collective enterprises of electric power companies at present,and uses management means,from the aspects of safety management culture construction,safety management system construction,safety management system supervision,Safety Management Assessment Mechanism,etc.Establish an effective evaluation system of bearing capacity,including 3 first-class indicators,17 second-class indicators,60 third-class indicators,and then use the Delphi method to evaluate each index one by one;The assessment standard for the safe carrying capacity of the collective enterprise of the Electric Power Company is formed,and a set of methods and procedures for the assessment of the safe carrying capacity of the collective enterprise of the electric power company are put forward,to organize the safety carrying capacity evaluation work,draw evaluation conclusion,verify evaluation model,and find out the problems in emergency management,safety training and so on,through the analysis of finding out the problems one by one,put forward improvement measures,in order to keep the power system in a safe and normal state,reference is provided for the evaluation of safe construction bearing capacity of collective enterprises in power companies.
