The Standard of “Oil Depot Design Specification(GB50074-2014)”was implemented on May 1,2015 to replace the old national standard of "Oil Depot Design Specification GB 50074-2002”.At present,a large number of Chinese on-going oil depots does not meet the relevant requirements of the standard.According to the relevant laws and regulations,rectification plans of Chinese in-service oil depots need to be set and regular risk assessment should be carried out.This can ensure a gradually improvement of the safety control conditio ns,reducing the accidents and limiting casualties.This work adopts both qualit ative and quantitative methods to analyze the risks of oil depots,which can help oil depots undertaking reconstruction work and meet the standard of Oil Depot Design Specification(GB50074-2014)as a consequence.Based on the analysis of the oil depot of ZT company and the use of safety check list,this work identifies the risk factors during the operation of the oil depot.Based on the characteristics of different risk factors: the weight of each risk factor is determined on the basis of AHP,the accuracy of the evaluation process is improved by consistency test,the adverse effects of expert subjective factors on the evaluation results are reduced.By undertaking this risk analysis,an overall risk situation of the oil depotcan be assessed systematically and scientifically.In addition,the current operation condition of the oil depot and the direction for future improvement can be determined.This work can provide scientific data support for the sustainable and stable operation and development of the oil depot in the future.
