Human resources is the core content of modern management.At present,the world has entered a brand new era of knowledge economy.A new round of international competition is becoming more and more intense while the importance of human resources becoming more and more prominent.In the sphere of modern management,human resources management focuses on human nature and conducts in-depth research in performance.Basically,we need to find out how human factors affect the development of productivity to effectively motivate the employees,and thus realize the fast development of productivity.At present,the reform of the country has entered the deep water area,and is in urgent need to transform the developing model.The breakthrough of scientific and technological research and development is vital for the country to adjust the economic structure.The nation has made it clear that investment in science and technology research and development should be increased to grasp the key technology in a short time.The great situation of innovation for all,from the perspective of scientific research institutes,it is not only an opportunity,but also a challenge.Scientific research institutions at all levels should grasp the opportunity,undertake the mission entrusted by history,focus on the professional field,increase human and material input,and further enhance the management efficiency and scientific research strength.However,the overall strength of scientific research institutions and the real needs do not match well,especially in the area of performance assessment.Existing problems including insufficient attention to performance assessment,unprofessional performance assessment practitioners,lack of pertinence in index,severe lack of motivation,and narrow application of performance results directly affect the stability of the scientific research personnel,which plays a negative role in accumulating research results.In this paper,we took S Research Institute's researchers as an example,combed and summarized the current problems existing in research institute performance assessment through questionnaires and interviews,and deeply analyzed the fundamental causes.Based on the professional research results of performance assessment theory,S Research Institute has learned from the advanced performance assessment practicing experience of professional research institutions and research centers of large enterprises at home and abroad,and thus put forward the direction of optimizing performance assessment work in view of the specific situation of S Research Institute and its scientific researchers' characteristics.The paper has chosen the 360-degree performance assessment method,and put forward improving methods in cases of performance planning,performance implementation,performance feedback and application.Improvement advices on performance planning mainly covers the selection of assessment objects,screening assessment indicators,and determination of the weight of evaluation indicators.Meanwhile,the three indicators of attitude,ability and achievement were designed,whose content includes workload,difficulty,scientific research results,learning ability,enthusiasm and teamwork.Improvement advices on performance were given based on the idea of strengthening the guidance of the performance implementation process,and from the perspective of mid-year performance revision and performance key event record of S Research Institute.Correction mechanism of the assessment target was built,the recording form of the daily key points of performance was clarified,and the scientific and standardized management of performance implementation would be realized.Improvement of performance feedback and application mainly start from the idea of standardizing performance feedback and strengthening the application of performance results.Concrete optimization measures in establishing scientific and efficient feedback methods and broadening the application of performance results were put forward.
