Incremental Cost-benefit Analysis Of Green Eco-city Construction Based On Ecological Efficiency

As China's urbanization construction is in the stage of rapid development,it is faced with a series of environmental problems,such as excessive energy consumption,waste of water resources,building construction and high input of process resources.In the aspects of municipal facilities,buildings,transportation and green space,the green eco-district shows its advantages in saving resources and a friendly environment,which makes it an important starting point for the new round of urban construction of livable and healthy cities.In this context,exploring the eco-efficiency of the green eco-district has become an important topic in the development of urbanization.However,at present,there is a lack of research on the incremental costs and benefits that the government and development investors are concerned about.Therefore,in this paper,it mainly focus on the Incremental cost-effectiveness analysis of the construction of green ecodistrict,through the use of comparative research methods,literature review research methods,quantitative methods,mathematical modelling and other research methods,according to the concept and principle of eco-efficiency,on the basis of urban construction cycle and cost theory,combining Incremental cost-effectiveness analysis method with DEA assessment model,based on the actual cases of urban projects,The Incremental cost-effectiveness of green eco-district is studied,and the economy and feasibility of green eco-district construction scheme are analyzed.Therefore,this paper first collates and summarizes the current research and theory at home and abroad,and analyzes the incremental cost,incremental benefit and related calculation principles according to the composition of green eco-district construction.At the same time,according to the eco-efficiency theory,the eco-efficiency evaluation index of Incremental cost-effectiveness and DEA assessment model are established,and through the application of the urban case model,the relationship between incremental cost and the incremental benefit of green eco-district is clearly given.Through the above research,the following are the innovative research results of this paper:First,the important factors that affect the incremental cost and benefit of green eco-district are planning schemes,green ecological technology,human activities,and so on.Therefore,the Incremental cost-effectiveness of green eco-district should be studied based on these aspects.For the incremental cost,the total cost of the benchmark scheme can be subtracted according to the total cost of the green ecological scheme,which is composed of the pre-cost and the incremental technical cost,and the incremental benefit is the benefits brought by the scheme and technology,mainly economic,social and environmental benefits.Second,according to the construction composition of the green eco-district,the increment is further subdivided into three aspects: green building,green municipal administration and green transportation,and the calculation principles of incremental cost and benefit of each component are put forward according to their characteristics.Third,according to the connotation of green eco-district and eco-efficiency theory,the eco-efficiency evaluation index of incremental cost and incremental benefit is established,and the urban project case is selected by DEA assessment model,to evaluate the incremental cost and incremental efficiency of eco-efficiency.According to the result analysis,the green eco-district planning scheme can be optimized and improved.In the end,the goal of producing greater benefits with the least capital investment is achieved.Fourth,because the construction of the green eco-district has the characteristics of huge investment and long construction period,we can use the eco-efficiency analysis mode of green eco-district planning and construction of Incremental cost-effectiveness in this paper.This model can provide the choice space for the early decision-making in the aspects of the planning scheme,technology utilization,fund use,and so on,so as to select the best scheme and facilitate cost control and urban construction control.This paper explores the incremental cost-effectiveness of green eco-district,and studies the evaluation model,evaluation indicators and related methods of ecological efficiency,and practices the feasibility of methods and models in cases,providing the implementation path for future engineering practice of planning and construction of green eco-district.
