Research On The Collaborative Innovation And Development Of Ecological Civilization In Southwest China

From the development of the times to today,the issue of ecological environment has expanded to a broader scope of human development and social progress.The issue of ecological environment is no longer just an economic issue,but also a social issue or a political issue.It is against this background that China's economy has accelerated the pace of comprehensive deepening of reforms,on the one hand slowing down the pace of economic growth,and on the other hand,accelerating the pace of economic transformation.It would rather let the speed of development down,but also adjust the structure and transfer method.Some overcapacity companies will be phased out,and some companies that are seriously polluting the environment will be shut down.Promote the construction of ecological civilization and formally rise to a national strategy.Taking the southwest region as the research object,this paper selects four provinces or cities of Guizhou,Yunnan,Sichuan and Chongqing,and analyzes the status of the collaborative innovation and development of ecological civilization in Southwest China.The main problems are as follows.The main body of the government is absent,the market mechanism is imperfect,and the civic participation awareness is weak.Then it constructs an evaluation index system for the level of ecological civilization construction,focusing on five aspects: ecological economy,ecological environment,ecological culture,ecological society and ecological system.Based on the data from 2008 to 2017,the coordination degree model is applied to calculate the coordination degree.The results show that from the vertical perspective,the coordination degree of the provinces and cities in the southwestern region has increased year by year,indicating that the ecological civilization construction is more coordinated,but it is basically maintained at around 0.44,and there is still a big gap with the 1.Among them,the coordination degree of Guizhou Province increased the most,increasing by 0.1027 in 10 years,followed by 0.0952 and 0.0885 in Sichuan Province and Chongqing City,and finally 0.0782 in Yunnan Province.From the horizontal perspective,Sichuan has the highest degree of coupling coordination,followed by Chongqing,Yunnan and Guizhou provinces.Finally,in order to further promote the coordinated development of ecological civilization in the Southwest,this paper proposes the following recommendations.Establish cross-regional ecological governance institutions,increase investment in ecological civilization construction,establish cross-regional monitoring and early warning mechanisms,implement ecological compensation mechanisms,construct the Southwestern tourism network,complement the development of ecological industries,strengthen public decision-making and supervision,practice green development concepts,and cultivate the public Ecological awareness.
