China’s current family structure has gradually become a "dual-employee" nuclear family.The "gap" between school hours and the end of work for parents becomes tricky problem that where children to go.After-school service for the "3:30 problem" is a high concern in today’s society.As a kind of public service,after-school service is in the "imperfect competition" industry and field under the macro-control of the government.Under the condition that the government is strongly dominated of the supply side in the supply and demand relationship,the structural reform from the supply side is in line with with the actionable options for after-school services.The research is divided into seven parts.The first part is the introduction,which mainly expounds the background of the after-school service problem in primary schools in China,determines the research direction and research significance,defines the core concepts,and determines the research perspective.Methods,research contents and innovations are discussed.The second part is about the choice of supply-side theory and its feasibility study in the after-school service of primary schools in my country.By combing the theoretical connotation and historical evolution of the supply side and reviewing the literature in the research,the feasibility of the supply-side perspective in the study of after-school services in primary schools in my country is determined.Construct the theoretical model of supply-side theory in after-school service research in primary schools,and determine the research elements and the composition of supply and demand sides.The third part analyzes the current situation of the supply side of after-school services in primary schools in my country.By sorting out policy documents at the national and local levels,extracting information on the dimensions of analysis elements,and investigating the actual implementation of policies.The fourth part investigates the demand-side demands of after-school services in primary schools in my country.Investigate the demands of students,parents,teachers,and schools at four levels,and summarize demand opinions according to the element dimensions.The fifth part is the feasibility analysis of the demand-side demand satisfaction.Analyze the rationality,inconsistency and consistency of the demand-side demands obtained from the survey,and draw a feasibility judgment.The sixth part makes suggestions on the supply-side structural reform of after-school services in primary schools in China based on the supply-side perspective.According to the current situation of the supply side and the results of the demand investigation on the demand side,reasonable and actionable suggestions are put forward under the existing conditions.The last part is the conclusion which analyzes the confusion and limitations encountered in this research through a brief summary,and reflects and puts forward prospects for the shortcomings of this research.By comparing the practices and experiences in the development of after-school services in foreign developed countries,combined with the actual situation and existing excellent cases in China,the research gives a "two-step" suggestion for the supply-side reform of after-school services in my country.The first step is for the government to give full play to the role of macro-control,strengthen the functions of policy formulation and resource allocation,including more detailed and improved policies and regulations,cost sharing mechanisms,assessment standards and evaluation indicators,and more coordination and screening effective on social education resources.The second step is to use "Internet +education" to provide more personalized after-school services and a more efficient home-school communication model.The research uses a variety of research methods in social sciences,from the perspective of supply,analyzes the reality of the supply side and investigates the real demands of the demand side,and tries to explore the structure reform proposals of after-school services in China’s primary schools on the supply side with the traction effect of demand on supply.
