| Shaanxi campus football has made great progress in the development of more than ten years.The exhaustive integration of sports and education,and even the thorough reform of school sports,have offered new impetus and direction to the development of campus soccer in Shaanxi Province,but at the same time,it is also facing new challenges and tests such as unclear development positioning,continuous compression of policy dividend space and weakening of development potential,a game of functional departments,and separation of campus football and school sports.As a byproduct,it is essential to analyze the current condition of campus soccer development in Shaanxi Province,put forward an optimized development path in combination with the new development situation,and raise overall development efficiency and level,which is crucial to promoting the overall development of campus football in Shaanxi Province,realize the deep integration of sports and education and the in-depth reform of school sports.Using the current state of development of campus football in Shaanxi Province as the research object,taking the relevant results of expert interviews and questionnaire surveys as the empirical basis,starting from the five dimensions of campus football organization management,talent training,activity development,venue security,and policy funds in Shaanxi Province,this study constructs an evaluation index system for the development status of campus football in Shaanxi Province,including 5 first-level indicators,15 second-level indicators,and 40third-level indicators,and analyzes the development status of various participating elements of campus football in Shaanxi Province via hierarchical and content analysis using AHP This study explored the realities of campus football development in Shaanxi Province,the causes of the problem and its related influencing factors,Then,for the development of college football in Shaanxi Province,it proposes an optimization path..（1）From the perspective of organizational management,the organizational management of campus football in Shaanxi Province has just stepped into the threshold of excellence but is still in the process of soundness.The development of organizational structure,rules,and regulations is reasonably excellent,but the construction of work mechanisms is falling behind.Shaanxi Province has formed a provincial,municipal,county,school four-level campus football leadership institutions,and its system construction can meet the needs of campus football development at this stage,but there are problems such as incomplete campus football leadership institutions,unclear division of labor and insufficient coordination.In addition,the rationality and effectiveness of the construction of rules and regulations and the standardization of implementation still need to be strengthened.（2）From the perspective of talent training,the training of campus football talents in Shaanxi Province is generally at an excellent level.Coaches,referees,and athletes are all within the range of excellence and have a balanced development.Coaches’ and referees’ training management and promotion assessment mechanisms tend to be mature,but there are problems such as weak willingness to learn after the job.The construction of channels for athletes to be sent to professional sports teams and colleges and universities is relatively complete,but there are phenomena such as the generally poor performance of athletes in cultural courses and the unreasonable construction of echelon structure.（3）From the perspective of activity development,the overall development momentum of campus football activities in Shaanxi Province is good.The development of curriculum,cultural construction,and competition development is relatively excellent,and the development of after-school training and community activities is relatively poor.The planning and implementation process of campus football courses is good,and the time and frequency of after-school training are also fully guaranteed,and a relatively mature and reasonable four-level league system of provinces,cities,counties,and schools has been established,but the geographical imbalance in the popularization of campus football courses,the ineffective development of club activities and the degree of support from home and school have become important problems restricting the comprehensive development of campus football in Shaanxi Province.（4）From the perspective of venue security,the development level of venue security is relatively lagging,which restricts the development of campus football in Shaanxi Province.The development of venue equipment has just reached an excellent level,and there are more backward safety guarantees,and both need to make up for shortcomings.The imbalance and inadequacy of the configuration of football venues and equipment have led to regional differences in the development level of campus football in Shaanxi Province,and Shaanxi Province has established relatively complete rules and regulations for campus football safety,but there are problems such as chaotic management,insufficient ability to deal with emergencies and weak awareness of risk avoidance in grass-roots implementation.（5）From the perspective of policy funds,Shaanxi province’s campus football policy funds tend to be close to the excellent level,and internal work still needs to be optimized and strengthened.The implementation of relevant policies has opened up a large policy dividend space for the development of campus football in Shaanxi Province,but it is slightly insufficient in the investment of funds,which affects the quality and speed of campus football development in Shaanxi Province.Shaanxi Province has formulated a more reasonable campus football development policy based on the actual situation of the province,but in the implementation,there is a phenomenon of shrinking the effectiveness of the policy such as incomplete implementation and insubordination,and the policy supporting and connection system is still lacking,which shows the lack of dividend space and the fatigue of implementation in the later stage of the policy.The capital investment has been earmarked as reasonable and effective,but it can only maintain the development of daily activities,and the source of funds is mainly from the upper level of appropriation,and it has not been able to effectively seek social resources for the financial sponsorship of campus football,and lack of exploration of diversified financing channels such as off-campus support.In light of the current state of campus football growth in Shaanxi Province,as well as the province’s current development,it is proposed: 1)Refine the organizational management context and improve the rules and regulations system.Including: refining the organizational structure and strengthening the division of labor and coordination of the organization;Establishing campus football leading groups at all levels to achieve a special management system;Improving the campus football system and ensuring reasonable compliance implementation.2)Strengthen the talent training system and improve the level of comprehensive quality.Including: improving the academic level of coaches and strengthening the concept of post-service learning;Enhancing the academic qualifications of referees,strengthening training and improving professional capabilities;Improving the performance of cultural courses,and standardizing the construction of echelons.3)Deepen the way activities are carried out and create a good environmental atmosphere.Including: implementing the curriculum development plan,and opening the football curriculum;Increasing the time for extracurricular activities and carrying out a wide range of club activities;Creating a good atmosphere for activities and enhancing the level of support from home to school;Solid event system,open up the scope of participation in the event.4)Harden the site guarantee mechanism to promote the coordinated development of the region.Including: optimizing material resource allocation and encouraging coordinated regional development;strengthening the security guarantee system,and establishing a security circumvention and prevention mechanism.5)Improve the use of policy funding and broaden the sources of funding.Including: strengthening the effectiveness of policy implementation and improving the policy supporting system;Strengthening social support and exploration,broadening the source of funds,and other optimization paths for campus football in Shaanxi Province. |
