This paper is carried out under the background of the reformation of university affiliated enterprises.The change of industrial structure brought by the reformation brings new challenges to the affiliated enterprises,and the new development of group strategy after the reformation also puts forward new requirements to the Principals of the affiliated enterprises.With the improvement on marketization degree of enterprises,how to attract and retain the excellent talent draw attention of the enterprise,but is more important than to retain and motivate talents,especially for the Princical of enterprise,how to effectively motivate them and maximize the effect of initiative,and they will finally create the most value for the enterprise.Shanhai University Asset Management Co.,LTD.(hereinafter referred to as the Group)is a asset management company established by Shanhai University.On behalf of the university,it is responsible for the operation and management of the affiliated enterprises.As the first batch of pilot universities,the Group launched the reform at the end of 2018.Through a series of measures such as asset reorganization,transfer and divestiture,the Group eventually completed the reformation,the number of affiliated enterprises was cut down from 114 to 14.The major business sector of the Group includes cultural publishing,education and training,transfer of scientific and technological achievements,campus supporting services,however most of the remained enterprises are lack of market competitiveness.General Secretary Xi Jinping pointed out at the Central Talent Work Conference in September 2021 that competition in overall national strength is ultimately about talent competition.Talent is an important indicator to measure the comprehensive national strength of a country.The development of a country depends on talent,the rejuvenation of the nation depends on talent,and the survival of enterprises depends on talent.Talent is the core competitiveness.In the course of its centennial endeavor,the CPC has always attached great importance to training,uniting,guiding and achieving talented people,and uniting and supporting talented people from all sectors to contribute to the cause of the Party and the people.2021 is the first year of the "14th Five-Year Plan",and also the first year after the group completes the reform of the affiliated enterprises.The new situation calls for new requirements for talents.How to survive in the complex internal and external environment depends on talent.The group conducted a interview to the related the Principal of the affiliated enterprises,and seek for suggestions on how to improve selection and retention of the Principals.During the interview,most interviewees reported there were deficiencies in the existing assessment mechanism as below: First,the assessment indicator system cannot fully reflect the business results;Second,the application of assessment results is unreasonable,as the assessment results are not effectively linked with salary adjustment and position adjustment.Based on Adams’ s equity theory and the theory of Drucker’s objective management,we selected Shanhai University Eucation Co.,LTD.,and Shanhai University Press Co.,LTD.,as samples,we conducted literature research and interviews to analyzes the present situation and problems of performance appraisal.Finally,we improved the contents of the performance appraisal,the index system,the application of appraisal result to rebuild a multi-dimensional evaluation index system,and tailor-made assessment index system to fully embody the differences of different enterprises,and establish linkage mechanism between salary or position adjustment and appraisal result.It’s hoped that the optimization of the performance appraisal scheme could maximum the working enthusiasm of the Principals and achieve a win-win situation,both the individual goal and the enterprise goal can be finally achieved.It is of reference value and practical value for the Group to further carry out the classified appraisal of the Principals. |
