| The General Office of the State Council on strengthening the construction of the national fitness facilities in the opinions of the development of mass sports,do hair[2020] no.36（countries）and the national basic public service standards（2021 edition）"（hair [2021] no.433）to change society related requirements,speed up resolution of the national fitness equipment in public places Pei Jian management does not reach the designated position,The legitimate fitness rights and interests of the people will be protected,and fitness equipment will play a better role in building a higher-level public service system for national fitness.It can be seen that the construction of public sports facilities is still the mainstream of current social sports construction and development.At present,most scholars focus on urban community sports and rural sports,but little attention is paid to the development of national fitness in county towns.Therefore,based on the research of various scholars,this paper breaks the original research scope of focusing only on sports in developed cities and rural areas,and focuses on the development of public sports facilities in counties in the middle.Guided by the current national policy,this paper studies the status quo,existing problems and optimization strategies of urban public sports facilities in Dingxing County,Baoding City,using the methods of literature,field investigation and questionnaire survey.According to dingxing county urban public sports construction planning,operation and management,different subjects for the use of public sports facilities and other aspects,summed up the main problems existing in dingxing County urban public sports facilities,the analysis results are as follows: There is a single decision-making body and a single investment body in the construction planning of public sports facilities,which are all played by the government,Lack of balance in overall facility layout,Lack of variety and number of facilities;The main body of operation and management of public sports facilities is single,funded by the government unilaterally,And there is a serious lag in facility maintenance management;Lack of public sports service system,lack of professional social sports guidance services,Not combined with urban education,tourism and other sections;The main body of public sports facilities is single and there is a lack of mass sports activities organized by the government and socialorganizations.In view of the existing problems of public sports facilities in dingxing County,the corresponding optimization strategies are proposed:In terms of planning and construction,diversification of decision-making bodies should be realized,establish a fund system with government finance as the main part and social donation as the auxiliary part,optimize the space layout of facilities to create a "15-minute fitness circle",strengthen the allocation of sports facilities and gradually realize the intelligent facilities;In terms of operation management,manage operation with multi-party efforts,strengthen maintenance management and raise awareness of facility protection;In the service system,strengthen the use of guidance services,multi-service vulnerable groups,we will promote the coordinated development of sports,education,sports and tourism to achieve diverse development;In the use of facilities,the government takes the lead in organizing activities,society gives full play to the role of market regulation and carries out social sports activities.Through research and analysis,feasible suggestions are put forward in order to expand the research field of public sports facilities and provide authentic subjects for the study of county public sports facilities.To provide reference for the optimization management of the county’s public sports facilities;Besides,it also plays a guiding role in the construction planning of public sports facilities in other areas,encouraging more areas to attach importance to the development of mass sports in counties and providing better sports facilities services for the public. |
