| In order to promote the long—term balanced development of the population,China officially implemented the "universal two—child policy" on January 1,2016.However,in addition to the rapid growth of the birth rate in the year after the implementation of the policy,the number of births rose to 17.86 million,and then fell year by year.In 2020,the number of newborns in China was only 10.35 million,and the implementation effect of the "universal two—child policy" was far lower than expected.Investigate its reason,and the reason of the birth rate affect population childbearing willing though many,but the couples of child—bearing age in our country under the background of increasing labor participation rate,work — family conflict has become one of the important factors that affect fertility,especially urban families,and flexible work arrangements can effectively relieve work family conflict.Therefore,from the perspective of work—family conflict,this paper mainly adopts the method of qualitative research to explore the performance of work—family conflict of urban second—child parents,flexible work demands and whether the existing flexible work arrangement measures can meet their needs,and based on this,puts forward suggestions to improve the flexible work arrangement policy.Qualitative data mainly came from in—depth interviews and participation observation of 30 urban parents of two—child families with different occupations.The content of this study mainly includes the following five parts.First,the theories related to flexible working system and two—child family parenting are summarized to provide theoretical support for subsequent empirical research.Secondly,taking H city of A province as an example,this paper analyzes the performance of the work—family conflict between the parents of the second child in China’s urban areas.Thirdly,through qualitative research,the demand and satisfaction of urban two—child families for flexible work arrangements are studied.Fourthly,it analyzes the main problems and causes existing in the flexible work arrangement policy of Chinese enterprises and the state.Finally,according to the problems found in the empirical study,the paper puts forward some suggestions to improve the flexible work arrangement policy for urban two—child families in China.The findings are as follows: firstly,the institutionalization of flexible work arrangement is not enough;Second,even though some companies have flexible work arrangement system,many employees dare not apply for it.Third,flexible work arrangements policy varies because of their career,on the whole,in terms of policy to improve and perfect degree,presents the following law: civil servants,institutions such as flexible work arrangements > community organizations at the grass—roots level flexible work arrangements > flexible work arrangements of the employees of state—owned enterprises > private enterprise flexible working arrangements.Therefore,the next step should be to further strengthen the construction of flexible work arrangement system at the national and enterprise levels;Enhancing negotiation between management and employees on flexible working arrangements;Handle disputes arising from flexible work arrangements in accordance with the law;Cultivating family—friendly corporate culture can reduce the "work—family conflict" faced by urban parents with a second child,fully release the policy potential energy of the "universal two—child policy",and promote the all—round development of families with a second child. |
