| Jixi County is located in the mountainous area of southern Anhui province and belongs to Xuancheng city of Anhui Province.The county covers an area of 11.26 million square kilometers and has a population of 180,000.It has 11 townships,75 villages and 6communities under its jurisdiction.The economy is mainly based on agriculture.In 2018,the per capita disposable income of permanent residents in rural areas was 13,243yuan/year,which is at the level of middle and lower reaches of Anhui Province and a typical small agricultural county in mountainous areas.By the end of 2018,jixi County had18 primary and secondary schools,including 13 rural primary and secondary schools(3rural middle schools and 10 rural primary schools).There are 955 in-service teachers,453 of whom are rural teachers.Among the rural teachers,young teachers under 30 account for10.1%,and teachers over 50 account for 42.6%.The overall structure shows a certain degree of aging.There are 298 male teachers and 155 female teachers,and the number of male teachers is 1.9 times that of female teachers,indicating an unbalanced gender ratio.In recent years,the number of rural teachers in Jixi County has lost more and increased less,and the overall number has been decreasing year by year.There are potential deficiencies in the sustainability of the construction of rural teachers.Since 2015,the central government,provinces and cities have successively issued five-year work opinions on the implementation of the rural teacher Support Plan,which provides a solution to the existing problems in the current rural teacher team and the construction of a moderately sized,efficient,stable and high-quality rural teachers.On the basis of the superior file,attaches great importance to jixi county people’s government,province education sports bureau to draft relevant documents in time,in the field through research,consultation,formulated on the basis of full investigation demonstrated introduced the jixi county rural teacher support plan(2015-2020),executive way ","management of jixi county teachers’ teaching method" and other local policy documents,in order to strengthen the county rural teachers team construction provides policy guarantee.This article through to the historical literature research,questionnaire survey,individual interview,methods of access to relevant data,this paper discusses the present situation of jixi county rural teachers,deeply analyzes the existing in the construction of jixi county rural teachers into the channels of a single,structure is not optimal,illiquid,welfare is not enough,the problem such as lack of professional identity.This paper makes an in-depth analysis of the causes of the existing problems from two aspects: external factors such as social identity,salary,working conditions and school management,and internal factors such as personal development and personal values.Finally,centering on the implementation of the "increase in quantity" project,the overall scale of the rural teacher team was stabilized by measures such as "advanced" recruitment,attracting teachers from registered areas to return,and strict management mechanism.The implementation of the "quality improvement" project improves the overall quality of rural teachers by optimizing the structure of teachers,improving the management mechanism and strengthening education and training.This paper puts forward some Suggestions for the sustainable development of rural teachers in the mountainous areas of Southern Anhui province by strengthening the salary guarantee,improving the professional title evaluation mechanism and stimulating the vitality of rural teachers. |
