Quanzhou city is a local pilot area of the national nutrition improvement program.There are 12 pilot counties and 303 pilot schools in Quanzhou.The nutrition improvement plan covers a wide range,benefits a lot of people and has a great social influence.In the past few years since the implementation of the nutrition improvement program,we have achieved certain results,but there are also many problems,such as high cost,unstable team,apportionment of expenses,etc.the urgent task is to analyze and solve the problems.On the basis of field survey and questionnaire survey,combined with the basic theory of public policy,the author analyzes the policy framework,executive subjects and target groups through Smith process model theory,trying to analyze which mode of catering is better,hoping to find effective ways to solve or alleviate the problems.Through the investigation and research,it is found that there are design defects in the policy framework of the nutrition improvement plan,too many levels of the implementation body of the nutrition improvement plan,insufficient coordination,and the implementation team is not stable.We also find that the scale effect of the target group is insufficient and the personalized demand is prominent.In addition,There are also some differences in the implementation of independent operation and foreign contracting modes.The satisfaction of the self-supporting mode is higher than that of the outsourcing mode,and the actual effect is also higher than that of the outsourcing mode,but the policy cost is higher than that of the outsourcing mode.Finally,the author puts forward some suggestions on policy legislation,capital investment,institutional construction,government enterprise cooperation and so on.
