Study On The Development Dilemma Of Professional Social Work Organization Under Multiple Logic

The government has given strong support to social work organizations in terms of institutional framework,policies and guidelines,and colleges and universities have provided professional education,talent reserve and theoretical guidance for social work organizations.The development of social work organizations is flourishing,especially in the social work university teachers lead the organization has made certain achievements.However,in the actual operation of social work organization,the government and colleges and universities have different discourse logic,and the two do not match completely,which affects the practice in social work practice,which brings corresponding problems and difficulties to social work organization and hinders the healthy development of social work organization.The new institutionalist school’s discussion of organizational legitimacy holds that the development of organizations is closely related to the external environment.Before realizing its own efficiency and goal,it is necessary to adapt to the environment actively to support its own survival.The external environment of the organization is divided into two categories.The institutional environment requires the organization to meet the external legitimacy mechanism,and the technical environment provides external factors for the efficiency production of the organization.This also leads the organization to ignore the efficiency goal in the pursuit of legitimacy to ensure its survival,and the development of the organization is thus constrained.Based on the framework of organizational legitimacy of new institutionalism,this paper defines the government discourse logic behind the institutional environment as administrative logic,and the university discourse logic behind the technical environment as academic logic.The actual operation and action of social work organization are followed by practical logic.Starting from the triple logic,this paper makes a case study on the typical representative G social work institutions in X cities,analyzes the case events under the triple logic,and discusses the changes of social work organization under the condition of mismatch between the source and multiple logic.The paper is roughly divided into six parts.The first part is the introduction,including the question raised,the value and significance of the study,the combing of previous studies and the main research methods of this paper.The second part is based on the new institutionalism theory,the development of professional social work institutions in the process of triple logic.The third part introduces the basic situation of X city,the development of X city’s social work and the background and development course of the case G social work organization.The third part and the fourth part are the analysis of the G social work organization according to the administrative logic and the academic logic according to the present situation of X Municipal Civil Affairs Bureau and the Department of Social work in B colleges and universities.The fifth part expounds the practical logic of the organization under the mismatch of multiple logic,and under this premise,the semi-autonomous state of social work practice and the formalism of social work organization.The sixth part is to discuss and summarize the previous text,discuss the corresponding countermeasures and reflect on the shortcomings of this paper.In this study,professional social work organizations,in order to survive,have a dependence on civil affairs departments with professional and performance needs for social work organizations,and are subject to the mismatch between administrative logic and technical logic.Social work organization appeared the semi-autonomous state of practice.However,under the specific social background of uneven development in different regions of our country,the above phenomenon should be short-term and temporary.
