| The development of infants care policies involves the fulfillment of family responsibilities,family division of labor and cooperation,and types of welfare provision.With the popularization and penetration of the concept of scientific and cooperative family parenting,complementary policies for fatherhood participation have become a breakthrough in improving infants care policies.Based on the analytical framework of welfare pluralism theory,literature research,questionnaires and in-depth interviews were used to study the practice of parental childcare division of labor and cooperation in post-90 s urban dual-career families,to explore the optimization of the policy of fatherhood participation in infants care in urban dual-career families,to advocate that all social entities pay attention to the role of fathers and fatherhood participation,and provide references for optimizing policies on fatherhood participation in infants care,so that more fathers can participate in the practice of infants care and promote the healthy growth of their children.The study found that the types of fatherhood participation in infants care in urban dual-career families mainly include leisure involvement,parenting knowledge gap,lack of family responsibility,intergenerational parenting substitution and full participation.The following problems exist in the policy of fatherhood participation in infants care:first,there is the lack of parenting leave support for fathers;second,there is a lack of support for fatherhood participation in the market;third,there is a lack of support for fatherhood participation in guidance;fourth,there is a lack of support for community care services;and fifth,there is a lack of support for fatherhood participation culture.The causes are mainly the inadequate institutional guarantee of fatherhood participation,the imperfect market mechanism of parenting services,the inadequate role of social organizations,the inadequate funding of community care services,and the lack of awareness of fatherhood participation.Drawing on the inspiration from the experiences of foreign countries in the form of environmentally friendly policies for fatherhood participation,cooperative policies for the provision of childcare services,and policies that emphasize the guidance of childcare concepts.The policy on fatherhood participation in infants care is optimized through the government’s countermeasures of improving the institutional guarantee of fatherhood participation,stimulating the supply potential of market child care services,expanding the space for social organizations to participate in services,strengthening the integration of community child care support resources,and creating a cultural atmosphere for fatherhood participation in infants care. |
