Deepening the cultivation of rural talents and expanding the source of rural talents are the endogenous driving force for realizing the effective linkage between the achievements of poverty alleviation and rural revitalization.Secondary vocational education is an important way to train rural talents,increase farmers’ income and make farmers live richly.In order to improve the level of rural construction,and expand the middle-income group,there are various regions increasingly pay attention to the investment in secondary vocational education.This paper firstly reviews and summarizes the relevant research and theoretical analysis at home and abroad.Then,the current situation of government investment in secondary vocational education is analyzed.It is found that the overall scale of government investment on secondary vocational education continues to rise,but there are some problems,such as mismatching with the growth of economic development.And compared to the investment on ordinary high school education,secondary vocational education lag far behind.Besides,the regional allocation is unreasonable.Next,based on PVAR model,the paper conducts an analysis from a macro perspective on the panel data of 31 provinces from 2001 to 2018,estimates the impact of secondary vocational education input on farmers’ income in different regions,and take the human capital spillover into consideration.Finally,based on the CLDS data of 2016,the paper conducts a regression analysis on the different effects of secondary vocational education on farmers’ income structure from a micro perspective,and compares how the different levels of education affect rural human capital’s personal income.This paper draws the following conclusions:(1)Secondary vocational education have a significant effect on farmers’ income,but this effect has obvious lag characteristics;(2)Firstly,it directly affects the increase of farmers’ wage income by improving their vocational skills and increasing their employment opportunities.Secondly,it indirectly affects the increase of farmers’ operating income by affecting the regional rural human capital stock and labor productivity;(3)The effect of secondary vocational education on farmers’ personal income is not significantly different from that of junior high school and general high school education;(4)The influence of secondary vocational education on farmers’ income has regional heterogeneity,and the positive effect on farmers’ income in western China is more significant than that in central and eastern China.Therefore,the government should continue to improve the way of financial investment on secondary vocational education,strengthen the financial transfer payment in rural areas and less developed areas.The government should play a leading role in establishing diversified secondary vocational education investment mechanism.The secondary vocational school should enhance the degree of coincidence between agricultural specialty and regional industry.Thus,it is possible to make a healthy development of secondary vocational education and continuous improvement of farmers’ income achieved.
