The decentralization of professional title evaluation right of teachers in colleges and universities is an important reform measure to further promote the separation of education “administration office and evaluation”and the transformation of government functions.It is of great significance to straighten out the relationship between government and schools,return the autonomy of running colleges and universities,and strengthen the construction of teachers.Title is related to the academic status,social status,economic status and political status of teachers,and also represents the development level of the construction of university teachers.Therefore,on the basis of the implementation of decentralization,from the perspective of the government,universities and society,it is of far-reaching significance to explore the construction of a scientific and reasonable title evaluation system for university teachers.This thesis tries to innovate from the perspective of topic selection,research methods and improvement measures to improve the professional title evaluation system of college teachers.It integrates the relevant basic theories and methods of public management,pedagogy,law and other disciplines,and uses the questionnaire survey method in empirical research.The interview method in qualitative research,from a multiple perspective,interprets the evaluation system of college teachers’ professional titles in order to find a perfect path.The work mainly done is the following:First,it clearly and accurately defines the core concepts of title,title evaluation right,decentralization and regulation of title evaluation right,and comprehensively summarizes the relevant research results in this field,laying a research foundation for the study and improvement of the title evaluation system for university teachers.Based on the basic concepts of rule of law theory,government function theory and academic autonomy theory,the rights and responsibilities of different subjects of government,universities and society on the appraisal of teachers’ professional titles are clarified to design a perfect appraisal system for teachers’ professional titles in colleges and universities.Secondly,it conducts in-depth investigation and analysis by means of questionnaire survey and interview.The results of the questionnaire are statistically analyzed and the key words and main viewpoints of the open questions are analyzed by word cloud map analysis.Using the three-level coding of grounded theory to process the interview data of 17 interviewees in colleges and universities,this paper summarizes and extracts three main categories of system design,system operation and system guarantee,and two core categories of system construction and system effect.Through this study,we found that the outstanding problems of the current university teacher title evaluation system are as follows: insufficient delegation of authority before evaluation,imperfect standards and procedures in the evaluation process,and imperfect supervision system after evaluation.These problems have affected the justness and scientificalness of the appraisal results of professional titles.Thirdly,it further analyzes the causes of the existing problems.This paper holds that the reasons are the lack of basic guiding policies,the research-oriented evaluation system of higher education,the orientation and assimilation of colleges and universities,the lack of self-governance ability of colleges and universities,the imperfection of supervision mechanism and appeal system.Last,based on the research status of the professional title evaluation system of teachers in colleges and universities,this paper puts forward some improvement paths,such as further streamlining administration and delegating power,giving full play to the “baton” of talent evaluation,constructing and implementing the classified evaluation management system,and establishing a multi-level and all-round three-dimensional supervision mechanism.
