In recent years,talent acquisition policy in Chengdu has been quite effective.However,the government has been a big challenge to retain talents in Chengdu.As each state government in China published various policies related to “talent apartments”,the government of Chengdu also published relevant policies and regulations to boost the development of “talent apartments”.Due to the lacking of the specifications and standardization of the “talent apartments” operations management,there are many aspects that need to improve including project positioning,construction standard,supporting services,business model,operating process,and etc.Therefore,providing a solution for solving the drawbacks of current operation management is becoming pivotal for the sustainable development of “talent apartments”.Company A is a state-owned enterprise to manage operations of “talent apartments”.In this paper,we will take a “talent apartment” operating by Company A as the research object.First of all,our research will be based on its current operating status of the “talent apartment”,which including basic situations,the occupancy rate,customer demands,and economy analysis,to analyze the existing problems.Moreover,we will study some classical cases from China and aboard to conclude their successful experiences.By combining company A’s own situation,we can adopt specific measures,including organization structure,operations management,core business processes,profit model,and etc,to optimize the operating model of the “talent apartment” run by Company A.In the meantime,it can also help us to improve the operations management of large-scale newly built “talent apartments”.On this basis,we proposed a solution to optimize the operations model of “talent apartments” run by Company A.According to characteristics of needs from different kinds of talents,we summerized three models of operation,offering optimized suggestions on obtaining projects,constructions,operational process,services and promotions respectively.In order to ensure successful execution of the optimized solutions,we propose providing protections on organization structure,performance evaluation,brand management,information system design,professional talent training and supportive policies.As the domestic “talent apartments” market has just started,most of businesses are in the initial development stage.In this paper,we study the development of “talent apartments” run by Company A as an example,and will re-design the operations management model.The research outcome can be used by the development of other“talent apartments”,specifically the team building and operations management model.It can forecast the potential problems and risks at carrying out the future project.Thus,we hope our research can contribute the ongoing development of “talent apartments” in China.
