As the decision adopted at the third plenary session of the eighteenth CPC central committeeemphasize,“perfect the state-owned assets management system”. The state-owned assets ofuniversities are different from that of enterprises in basic characteristics, which play a more andmore important role in knowledge innovation, personnel training, social service, and culturalheritage in a well-off society. Therefore, how to promote and protect the innovation developmentof universities by the way of scientific management of state-owned assets has been one of the keyissues about the management of state-owned assets of universities.This dissertation reviews the historical trajectory of the management of state-owned assets ofthe administrative institutions based on the clarification of some related concepts, such as “assets”,“state-owned assets”,“property right” and so on. It summarizes the basic situation of themanagement of state-owned assets of Chinese universities, and gives a brief introduction ofmanagement of state-owned assets of foreign universities. After that, this dissertation analyses themain problems in the management of state-owned assets of universities in China, like themanagement system is not perfect, the management system is imperfect, the property managementis not clear, the management style is relatively backward, and so on. And then it points out thefundamental causes of these problems, which include the lack of the higher education funding, thelack of the competition mechanism in the management of state-owned assets, weak sense ofmarket awareness, the lack of the oversight system of the management of state-owned assets, andthe lack of the scientific mechanisms of performance.Aiming at above mentioned problems, this dissertation gives a guiding ideology about themanagement of state-owned assets of universities, which include one core purpose, two mainapproaches, and three basic principles. One purpose refers to the maintenance and appreciation ofvalues; two approaches refer to the ideology and mechanism of the management of assets; andthree principles refer to the combination of comprehensive management and key management, thecombination of classification management and level-to-level management, and sustainabledevelopment. On the basis of the guiding ideology, this dissertation points out somecountermeasures and measures to improve and perfect the management of state-owned assets ofuniversities, which include to increase financial input, to widen the channels of funds foreducation in universities, to introduce market mechanism moderately, to allocate the publicresources rationally, to improve supervision system of the management of state-owned assets ofuniversities, and to establish a impelling-binding mechanism of the management of state-ownedassets of universities.At the end of this dissertation, it takes T university as an example to do some furthertheoretical and practical discussion of the management of state-owned assets of universities,which mainly consist of the introduction about the basic situation of the management ofstate-owned assets of T university, and some empirical researches of the public housing reform,the information building of the management of assets, the technology transformation, and so on.
