Abstract/Summary:
Employment is the foundation of people’s livelihood.It is not only related to the long-term stability of a country,but also determines the steady improvement of people’s living standards.Recently our country is in a period of economic transition.Affected by the impact of COVID-19 and global economic uncertainties,our country’s current employment situation is facing a rare shock in history.The 2021 Government Work Report emphasizes that the employment priority policy should continue to be strengthened and work together to increase efficiency.As an important means of national macro-control,taxation has an obvious intervention effect on corporate behavior.Increasing burden reduction is an important starting point for implementing the employment priority policy.Based on the above background,the paper is based on the data of all A-share listed companies in the CSMAR database from 2010 to 2018,with the purpose of exploring the employment effect of corporate income tax,using a panel data model combined with group regression and robustness testing to empirically test The impact of the actual corporate income tax rate in my country on the level of employment of enterprises.The innovation of the paper is that the existing research mainly focuses on the theoretical level and the macro-data level,and there are only a handful of studies based on microenterprise data and fully considering the heterogeneity of enterprises.This paper not only starts from the micro level,uses the relevant financial data and employment data of the company for analysis,but also deeply discusses the nature of different industries and different financing constraints,and fully considers the specific conditions of different types of companies.The research ideas and main contents of this paper are as follows: First,the paper introduces the research background and significance,literature review,and research ideas and methods to build the framework of the full text.Secondly,the theoretical basis of this article is introduced,and the classic theory of taxation and employment and the influence mechanism of corporate income tax on employment are respectively elaborated to pave the way for the following empirical and analysis.Then,the statistics collate the current employment situation in our country and the existing corporate income tax policies that promote employment,and explore the defects and shortcomings of the current corporate income tax policies in our country in stimulating employment.Then,it empirically analyzes the impact of corporate income tax on the corporate employment,and introduces the data sources,variable selection,model setting,statistical description in the empirical research,as well as the interpretation of empirical results,model testing and group regression.Finally,it summarizes the research conclusions of this paper and puts forward policy recommendations.After the empirical analysis,the main research conclusions of this paper are as follows: Under the research conditions of this article,the actual corporate income tax rate is negatively correlated with the employment growth rate,which shows that tax reduction can increase the ability of enterprises to absorb employment and promote employment.For companies with different industries and different financing constraints,this promotion effect is different.The corporate income tax burden applies to labor-intensive companies to implement corporate income tax reduction policies,and the effect of tax reductions to improve their ability to absorb employment is stronger than capital and technology-intensive companies;For companies with different financing constraints,whether it is low financing constraints or companies with high levels of financing constraints,the actual corporate income tax rate and employment growth rate are negatively correlated,but the group with high financing constraints is more significant.Combining the above findings,the paper puts forward relevant countermeasures and suggestions as follows: First,the combination of inclusive tax cuts and structural tax cuts,focusing on reducing the tax burden of labor-intensive enterprises.The second is to encourage enterprises to broaden financing channels so as to improve the level of social employment.The third is to optimize and enrich the reduction and exemption methods,expand the policy beneficiaries,and include the current graduates with greater employment pressure and the surplus rural labor force into the consideration.The fourth is to establish a long-term mechanism for employment reduction and exemption,establish a complete tax system,and rationally arrange the tax burden of enterprises.Fifth,pay attention to vocational education and training,improve the quality of workers,and ultimately alleviate and solve the problem of structural unemployment,and improve the employment level of the whole society.
