Research On Optimization Path Of Public Sports Resource Investment And Allocation In Chengdu Based On DEA Model

The rational allocation of public sports resources is in line with the inherent requirements of the basic realization of the long-term goal of socialist modernization in 2035,is the urgent need of the optimal allocation of public sports resources under the background of healthy China in 2030,is conducive to the supply-side reform of public sports resources under the background of national fitness,and is also an important support for Chengdu to build a famous world competition city and implement the 10 projects of Happy Life.Therefore,optimizing the allocation of public sports resources in Chengdu based on DEA model will not only help to improve the happiness of residents in Chengdu,it also provides theoretical and practical basis for the allocation of public sports resources and the development of public sports services in Chengdu and even Sichuan Province,as well as objective evaluation of the allocation efficiency of public sports resources,it is of practical significance to promote the development of mass sports in China.This article takes the input and output of Chengdu public sports resources as the starting point,Taking DEA model as the optimization of public sports resources in Chengdu,Through the literature analysis method,Analyze and comb the evaluation indexes of input and output of Chinese public sports resources,At the same time,on the basis of the scientific,systematic,comprehensive,hierarchical and availability evaluation indicators of the comprehensive allocation of public sports resources,Based on the availability and accuracy of the actual input and output data in the allocation of public sports resources in Chengdu,Two indicators,namely,the general public budget allocation of Chengdu Sports Bureau,the government funds budget and financial allocation,and accounting for more than 50% of the total investment of Chinese public sports resources,were selected,As the financial investment index of public sports resources in Chengdu;An index of "New social sports instructors" was selected as the index of public sports human resources investment in Chengdu.Select 9-year data of public sports resources from 2011 to2019,use envelope analysis to analyze the comprehensive efficiency,technical efficiency and scale efficiency of public sports resources,so as to find the problems and deficiencies of the government and the input and allocation of sports resources in Chengdu.From the comprehensive effectiveness analysis,the actual value of the national fitness path of Chengdu public sports resources in 2012 is less than the target value of the year;the output of national fitness activities and stadium venues in 2014;the output index of public sports resources in Chengdu is far lower than the target value.From the perspective of technical effectiveness analysis,five years of technical efficiency is lower than 1,the remaining four years of Chengdu public sports resources input and output configuration is technology effective technical efficiency value is 1,chengdu government maximum use of the general public budget allocation,government fund budget funding,new training of social sports instructor the three public sports investment resources,promote the national fitness path,national fitness activities,the stadium number to maximize the three output.From the analysis of scale effectiveness and the effectiveness of scale in2013,2016,2016,2018,2019,in 2011,2012,2014,2015,2017,the scale efficiency is less than 1,indicating that the output scale of public sports resources in Chengdu is small,that is,the growth of output multiple is slower than the growth of input multiple.At the same time,it is necessary to continue to expand the output scale and reduce the input scale,in order to make the scale more effective.Among them,there is still room for the number of national fitness paths and the number of sports venues,and requires Chengdu government to constantly improve the utilization rate of venues,reasonably control the investment scale,and make the input and output scale of public sports resources in Chengdu effective.This research broke through the traditional “Experience-scheme”model of public sports resources allocation,and formed an “Empirical research”analysis scheme,based on the results of empirical analysis,the paper puts forward the improvement strategy of public sports resources optimal allocation in Chengdu.According to the distribution of public sports resources in Chengdu,the following suggestions are put forward:(1)Establish the input-output mechanism of public sports resources in Chengdu to attract multiple investment subjects;(2)Increase the transparency of sports funds and improve the utilization rate of sports funds;(3)Improve the allocation level of public sports resources in districts and counties in Chengdu;(4)Play the function of sports exhibition and build "Chengdu platform" of public sports resources.
