Research On The Evaluation And Strategy Improvement Of The Allocation Level Of Regional Public Sports Resources In China

Public sports resource is an important basic guarantee for the public to engage in physical fitness activities.In recent years,with the implementation of national strategies such as "National Fitness" and "Healthy China",the allocation level of public sports resources in China has been effectively improved.However,the problems of insufficient supply,imbalance and low efficiency are still prominent.Therefore,it is of great significance to analyze the allocation of public sports resources,improve the strategy of resource allocation,and improve the supply level of public sports resources,so as to promote the optimal allocation of regional public sports resources,meet the needs of mass sports fitness,and solve the contradictions in the development of mass sports in the new era.This study focuses on the contradiction between the supply and demand of public sports resources in China with the theory of public goods,,the theory of resource allocation and the theory of new public service.The research constructs the evaluation index system of the comprehensive allocation level of public sports resources in China from four dimensions of manpower,material resources,financial resources and organizational resources,including four primary indexes,ten secondary indexes and 19 tertiary indexes.By using the methods of entropy weight comprehensive evaluation,Gini coefficient decomposition and data envelopment analysis and the relevant data from 2008 to 2016,the study then analyzes the comprehensive allocation level,equilibrium allocation level and allocation efficiency of public sports resources in 31 provinces and 7 regions in China,and finally discusses the actual situation,the development regulation,the causes of problems,the influencing factors of the allocation structure,and puts forward the optimal allocation strategy and specific implementation path of regional public sports resources in China.The findings are as follows:(1)From the perspective of comprehensive allocation level,the overall allocation level of public sports resources in China has improved.However,the growth is not significant,and the regional disparity in resource allocation is still large.Specifically,the highest level of the comprehensive allocation of public sports resources is in East China,followed by South China,North China,Northeast China,Central China,Northwest China and Southwest China.The provinces with low allocation level of regional public sports resources occupy a relatively high proportion now.If we follow the current resource allocation mode,China's public sports resources will remain at low or medium level for a long time in the future development.(2)From the perspective of balanced resource allocation level,the level of balanced allocation of public sports resources in China is relatively low,and the regional disparity is still large.The Gini coefficient of national resource allocation is 0.4914.Specifically,Central China is absolutely balanced;Northeast region is comparative balanced;Southwest China,North China and Northwest China are relatively balanced;South China and East China are in a non-balanced development.The largest gaps in inter-regional equilibrium allocation are in East China and Northwest China,which are in a state of extremely unbalanced allocation;the smallest gap is in Central China and North China,which are in a relatively balanced allocation.The gap between the regional and provincial public sports resources allocation is the most important reason for the unbalanced development of public sports resources in China.(3)From the perspective of allocation efficiency,the overall allocation efficiency of public sports resources in China is declining year by year with an annual decline of 7.6%on average.The resource allocation level in East China,North China,Central China and South China is active(?1),the resource allocation in Northeast,Northwest and Southwest China is inactive(<1).The main reason for the ineffective allocation of regional public sports resources is the low technical efficiency and technological progress of resource allocation.(4)From the perspective of optimal allocation,except for Central China and North China,the rest of the regions are in lower optimal allocation level.Specifically,Northeast China,Southwest China and Northwest China are in regions of balanced and inefficient allocation;East China and South China are in an unbalanced and efficient allocation level.The comprehensive level of resources in Central China and West China is low,and the supply of diversified public sports resources is insufficient.The unbalanced development of resources in East China is obvious,,and the regional disparity of resource allocation and incremental speed is large;the resource allocation efficiency in Northwest China is low,and regional resource allocation is not reasonable;the level of resource optimization and allocation in East and West China is poor,and the balance and efficiency of resource allocation cannot be considered,which is an important cause of the low level of optimal allocation of public sports resources in China.According to the allocation of regional public sports resource in China,suggestions are proposed:(1)Deepening the Reform of Public Sports Service System and Mechanism:Improving the Level of Resource Supply.(2)Adjusting the Collaborative Supply Relationship Between Government and Market:Promoting Optimal Resource Allocation.Based on these,the specific implementation paths are as follows:1)Transforming function of the governments;2)Improving the public service system;3)Optimizing the resource allocation modes;4)Enhancing the coordinated supply of regional public sports resources;5)Strengthening the macro-control of the balanced development of regional public sports resources of the Government;6)Strengthening the economic efficiency of market
