October 2017,The report of the 19 th national congress of the communist party of China pointed out that vocational education and training systems should be improved to deepen the integration of industry and education and school-enterprise cooperation.Several opinions of the general office of the state council on deepening the integration of industry and education set clear requirements for strengthening school-enterprise cooperation.The opinions point out that deepening the integration of production and education,and promoting the organic integration of the education chain,the talent chain with the industrial chain,and the innovation chain are urgent requirements for the current structural reform of the supply side of human resources.It is of great significance to comprehensively improve the quality of education,expand employment and entrepreneurship,promote economic transformation and upgrading,and foster new momentum for economic development.Although the design of the national education top-level system has important macro-plans for the importance of school-enterprise cooperation and government intervention,in practice,school-enterprise cooperation faces the embarrassing status quo of “shaved heads and hot picks”.China’s school-enterprise cooperation is still in the exploratory stage,and the role of the government is not very clear.In-depth study of this issue has important theoretical and practical significance for establishing a reasonable school-enterprise cooperation relationship and promoting the training of skilled talents.In this study,the author used the domestic and foreign literature and personal work experience to sort out the relevant theoretical basis and influencing factors of government participation in school-enterprise cooperation.It is believed that the focus of the current difficulties in school-enterprise cooperation lies in the fact that the state requires enterprises to assume the vocational education supply obligations that belong to the state,but ignores the legitimate interests of enterprises.Relevant content of public product theory,stakeholder theory,and new public management theory constitute the theoretical basis for studying government involvement in school-enterprise cooperation.Then,an empirical study was conducted on the status quo of school-enterprise cooperation in Taixing,Jiangsu through questionnaire surveys,further demonstrating the important role of local governments in school-enterprise cooperation,and the typical role of local governments represented by Taixing in participating in school-enterprise cooperation.,Mainly reflected in the role of "misplaced","offside","absent".Then it summarizes the successful experiences of foreign advanced countries and draws on their role positioning.The article concludes with sufficient research conclusions to properly position the government role in school-enterprise cooperation: It is emphasized that for long-term development of school-enterprise cooperation,the government must transform its role and change from the leader and performer to support behind the scene and promoters,change direct management into policy and financial support,and realize the transition from micro-management to macro-control.
