The "Belt and Road" initiative integrates a global perspective,and builds a global common development system on the premise of respecting the autonomy and differences of countries along the route.Under the guidance of the values of equality,mutual assistance,and openness,build a platform and cooperation mechanism for extensive consultation,joint construction and sharing,and break the boundaries between nationalities and regions.Higher education cooperation plays a fundamental and leading role in the "Belt and Road" initiative.China is building an education community with countries along the "Belt and Road" to establish a deeper and more inclusive higher education cooperation situation with the countries along the "Belt and Road".As one of the major countries in the Middle East,Iran has a unique geographical location advantage.China and Iran have always maintained friendly and interactive bilateral relations.China-Iran higher education cooperation is an indispensable part of building the "Belt and Road" education community.The higher education cooperation between China and Iran not only conforms to the objective development of the "Belt and Road" initiative,but also provides human resources support for deeper cooperation between China and Iran.This research focuses on the research on higher education cooperation between China and Iran.First,based on the analysis of relevant data,the topic background,research purpose,and research significance of this article are clarified,and defines the two core concepts of "higher education cooperation" and "higher education internationalization".Secondly,on the basis of combing the historical facts of higher education cooperation relationship between China and Iran,this paper analyzes the multiple foundations of China-Iran higher education cooperation from multiple perspectives.Taking the long history of China-Iran exchanges as an entry point,it specifically expounds the historical changes in the exchanges between China and Iran,and traces the origins of China-Iran cooperation in higher education.China and Iran have a long history of exchanges.The relationship between China and Iran has undergone three stages of changes.The bilateral relations are based on a history of more than 2,000 years of friendly interaction,and they continue to deepen and develop in the real demands of the new era.On this basis,it analyzes the multiple foundations of higher education cooperation between China and Iran from multiple dimensions such as culture,politics,economy,and policy.Furthermore,it analyzes the status quo of higher education cooperation between the two sides in terms of higher education cooperation policies,personnel mobility,and inter-school cooperation.Based on the status quo of cooperation,it analyzes the difficulties and problems of China-Iran higher education cooperation.Finally,this article presents a strategic conception of how to strengthen cooperation in higher education between China and Iran.The cooperation in higher education between China and Iran should adhere to the principles of equal dialogue and mutual assistance,mutual cooperation and mutual benefit,and complementary advantages.At the same time,we should rationally examine Iran’s feelings as a major country in cooperation,clarify the value orientation based on win-win cooperation,and grasp the overall and staged characteristics of Iran’s higher education development.In future cooperation,it is necessary to focus on top-level design,improve higher education-related policies,optimize the direction of inter-school cooperation in higher education,and clarify the focus of cooperation to promote interconnection.
