The balanced development of basic education has a vital impact on whether Chinese education can achieve real leapfrogging development in the future.The investment in the field of basic education has been continuously improved,and all kinds of attempts have been made to balance the development of basic education.The concept of "ensuring the priority development of education" has been recognized by the broad grass-roots government.Even so,the imbalance of education still exists,and the "high quality" value orientation generally pursued by the society makes the imbalance difficult to resolve.How to grasp the balance between high quality and equality and find out the way to solve the problem has become the key to promote balanced education to a higher level.From 1991,the "Wake Up,Tongling" emancipation thought discussion to the implementation of the "Sunshine Division" reform in the city in 2016,Tongling,which enjoys a reputation for "compulsory education with no alternative schools," has once again launched balanced educational reform practices in Tongling,which is known as the "compulsory education has no alternative schools" and has once again begun the practice of balanced education reform.Tongling education opens the pace of reform and innovation.But at the same time,with the development of society,people’s desire for "quality and balanced" education has been strengthened.In addition,the original balanced education reform has focused on the main urban areas,and has not yet paid full attention to remote and rural areas.This makes Tongling face a new problem of balanced development of education,so it is necessary to solve the existing imbalance problem in a larger range and realize the rational distribution of high quality resources.This paper takes Tongling as the research object,through literature research,comparison and investigation and collation,this paper focuses on combing the related concepts and theories in the field of optimal allocation of educational resources from the perspective of equilibrium,and puts forward two mechanisms,that is,insisting on "taking equilibrium as the basic requirement." On the basis of the "principle of justice",the principle of balanced allocation of high quality resources in basic education is enriched,and equality and difference are put forward.Fairness and efficiency,neutrality and compensation and moderation and advance.At the same time,through investigation and research,this paper analyzes the present situation from the key dimensions such as the distribution of basic education in Tongling,the allocation of resources and the evolution of equilibrium policy,and comprehensively combs the current situation.Problems that can arise.From the point of view of development,this paper synthesizes the existing urban-rural dual structure,geographical distribution,system implementation and cultural history of Tongling,so as to explore and sort out the factors that may affect the balanced development of Tongling basic education.In order to better serve the comprehensive reform of basic education,select Shijiazhuang,Shenyang,Shanghai Minhang and Singapore and other areas where the equilibrium practice of basic education is more mature,and give the experience that can be used for reference from the analysis of the emergence of problems and specific practices.Finally,from the perspective of balanced development of education,this paper puts forward some concrete measures to further improve the government policy from three main aspects: teacher,financial and material allocation.The solution of the existing problems of the equilibrium of basic education in Tongling and the practice of promoting the equilibrium of quality education provide a reference.
