Research On The Operation Mechanism Of University Professor Committee From The Perspective Of Governance Modernization

The governance of professor committee is an important organizational form and embodiment of the modernization of the internal governance of universities.The concept of common governance puts forward higher requirements for the operation mechanism of professors’ committee.In this paper,from the perspective of governance modernization,with the help of the theory of institutional change,we sort out the changing process and characteristics of the operating mechanism of the university professors’ committee in China.Combined with the theory of common governance and multi center governance,we summarize the connotation and dimensions of the operating mechanism of the professors’ committee to adapt to the governance modernization.Based on this,this paper selects five high-level universities in the middle of China to explore the current situation and problems of the operation mechanism of the university professor committee,and analyzes the causes.Based on the advanced experience of Yale University,University of California and Berkeley,this paper puts forward the governance strategy of improving the operating mechanism of professor committee.This paper puts forward that the operational mechanism of professor committee can adapt to the modernization of governance in the following dimensions: power distribution mechanism,discussion and decision-making mechanism,implementation and coordination mechanism,incentive and supervision mechanism.Through the questionnaire survey,we found that the main problems of the current operating mechanism of the university professors’ committee are: the lack of coordination between the two levels of professors’ committees and academic organizations,the lack of scientific discussion and decision-making of the professors’ committee,the imbalance between the academic power and administrative power of the professors’ committee,the vague cognition of the functions of the professors’ committee,and the stimulation of members’ participation in governance problems such as insufficient excitation and power.Combined with the changing process and existing problems of the professor committee,this paper explores its causes,including: the weak concept of modern governance,the short time for the restoration of the professor committee,and the lack of modern governance ability.The Enlightenment of the operating mechanism of the professors’ committee of the first-class universities in the United States is as follows: clear operating system guarantee mechanism,network interactive communication and coordination mechanism,committee decentralization and cogovernance mechanism,cross and open incentive and supervision mechanism.Based on this,this paper proposes that we should improve the governance strategy of the operation opportunity of the professor committee by cultivating the modern governance concept,improving the power distribution mechanism,standardizing the discussion and decision-making mechanism,and optimizing the incentive and supervision mechanism.Specifically,it is supported by the cultivation of modern governance concepts,including the concept of rule of law,the concept of multiple cogovernance and the concept of coordination;it is necessary to improve the power distribution mechanism by refining the articles of association of the professor committee,clarifying the power boundary of the professor committee,and setting up a professional committee;it is necessary to operate the regular meeting system,adopt open rules of procedure,and implement the normative review system and annual report system we should optimize the incentive and supervision mechanism through the implementation of honor incentive and growth incentive,the improvement of information disclosure platform function,the implementation of professor committee operation evaluation and other measures,and take this as the guarantee to build a scientific and efficient professor committee operation mechanism.
