Higher Vocational Education In Jiangxi Province Research On The Efficiency Of Educational Resources Allocation

On December 21,2022,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Deepening the Construction and Reform of the Modern Vocational Education System,which put forward some suggestions for continuing to promote the construction and reform of the modern vocational education system and optimizing the orientation of vocational education types.In recent years,Jiangxi Province has seen the driving role of higher vocational education in the economic development of the region,and has always adhered to the principle of "five forces at the same time" to vigorously promote the reform and development of vocational education into a new journey,and promote the corresponding improvement of higher vocational education in terms of input and output.Based on the relevant data of 44 higher vocational colleges in Jiangxi Province from 2016 to 2021,this paper uses DEA-Malmquist method to evaluate the resource allocation efficiency of higher vocational education in Jiangxi Province.The evaluation results have certain reference value for the sustainable development of higher vocational education in Jiangxi Province.First of all,based on descriptive statistical analysis,quantitative analysis,comparative analysis and other methods,this paper analyzes the current situation of input and output of higher vocational education in Jiangxi Province in 2021,showing the modernization of higher vocational education in Jiangxi Province from a more intuitive perspective.Then,taking the panel data of Jiangxi Province from 2016 to 2021 as a sample,the DEA-BCC model is used to analyze the static efficiency of resource allocation efficiency of Jiangxi’s six-year higher vocational colleges,and Nanchang Vocational College is taken as a research case to further analyze its input indicators and output indicators,so as to provide some reference value for other higher vocational colleges to improve the efficiency of resource allocation.Secondly,based on the results of static analysis,the Malmquist index method is used to obtain the dynamic change of the resource allocation efficiency of higher vocational colleges in Jiangxi Province,and the results of efficiency measurement are further analyzed;Based on the static and dynamic research mentioned above,we can find that there are three problems in the resource allocation efficiency of higher vocational education in Jiangxi Province: 1.Uneven inter-school resource investment;2.Improper use of education funds;3.The output of talent training is insufficient.There are three main reasons for further analysis:1.It is unreasonable for the government to control higher vocational colleges;2.The use of funds in higher vocational colleges is not standardized;3.Higher vocational colleges cultivate talents out of touch with society.Finally,based on the research conclusions,the following five countermeasures are proposed: 1.Strengthen the government’s overall coordination function to promote the balanced development of higher vocational colleges;2.Optimize the structure of resources inside and outside the college and improve the efficiency of resource utilization;3.Grasp the opportunity of digital transformation and upgrading to lead the steady development of higher vocational education;4.Implement the performance allocation mechanism to improve the efficiency of higher vocational colleges;5.Expand the enrollment scale of higher vocational colleges and build a development pattern of integration of industry and education.
