Since the establishment of independent colleges approved by the Ministry of Education in 1999,the development of independent colleges has lasted 22 years.Education policy is the most important environmental variable that affects the behavior decision-making,resource investment and development effect of independent colleges.The role of local governments fully reflects the development of independent colleges in different degrees in terms of the number,scale and achievement in the past 20 years.On May 15,2020,the General Office of the Ministry of Education issued the Implementation Plan on Accelerating the Transformation of independent colleges,which requires that “by the end of 2020,all independent colleges should formulate a work plan for the transformation,and at the same time,promote the realization of the transformation of a number of independent colleges.” The transformation path is to be private,to be public,and to terminate running school.With the implementation of the implementation plan,independent colleges have ushered in a new and final round of rotation.From the perspective of local government management,this paper investigates and analyzes the functions of local government in the process of the development of independent colleges from the point of view of the transfer of S College.Since 2000,independent colleges in Yunnan Province have developed rapidly.At present,there are seven independent colleges,all of which are at the undergraduate level,with nearly 100,000 full-time students.However,since the promulgation of the Measures on the Establishment and Management of Independent Colleges in 2008,they have been holding a wait-and-see attitude on the issue of the transfer.Before and after the release of the Implementation Plan,they started the preparatory work one after another,and four colleges have been successfully transferred.In this paper,relevant theories such as the education management function of local government and new public management are used to fully investigate the history and current situation of the development of independent colleges in Yunnan Province,and to try to find a way to solve the development by combining theoretical analysis with practical research.On the basis of the previous research on the development of independent colleges and the government’s policy-making and implementation,under the background of comprehensively promoting the transfer of independent colleges in Yunnan Province,this paper studies the sustainable development of independent colleges after the transfer,in order to make a new theoretical breakthrough in the management and support development of independent colleges by the local government of Yunnan Province.This paper is divided into five parts.The first part is the introduction,which introduces the research background,research significance,literature review and research methods.Meanwhile,the concepts and related theories of local government management and independent colleges are elaborated.The second part introduces the development of independent colleges,describes and analyzes the management of independent colleges by national and local governments,and introduces some experience and enlightenment of foreign education governance.The third part takes the development of S College as an example to investigate the effects,deficiencies and causes of local government functions on the development of independent colleges.The fourth part is to explore the function innovation countermeasures of local government in the development of the transfer of independent colleges based on the regional characteristics of our province.The fifth part is the conclusion.During the14 th Five-Year Plan period,China’s higher education will change from high-speed scale growth to high-quality connotative development.Without high-quality development of local colleges and universities,it is impossible to achieve high-quality development of national higher education.The development of local higher education must adhere to the high-quality development as the main line,attach importance to the connotation construction and characteristic development of all kinds of colleges and universities at all levels,as well as the strategic planning and path selection of differentiated development,effectively improve the talent training,scientific research,social service and other functions of different types of colleges and universities,and give play to the leading role of the government,market promotion and the main role of colleges and universities.Also,We will further improve government macro-management,improve the leadership system of universities,and promote coordinated and high-quality development of higher education among different regions. |
