With the deepening of China’s aging degree, china is facing the problem of labor force reduction and old-age pressure, the population structure is out of balance, under this background,in order to adjust China’s population structure, ensure adequate supply of social labor force, reduce social old-age pressure, comprehensive two-child policy came into being. With the implementation of the comprehensive two-child policy,we can see that some results have been achieved in the short term, but in the long run, they have not yet achieved the desired results.Through the comprehensive analysis of research,it is found that among the many reasons affecting women’s willingness to have children, the most critical part is that the supporting measures for fertility protection are not perfect. Therefore,it is necessary to optimize fertility security and effectively play the supporting role of reproductive security. On the basis of studying the effect of the implementation of the comprehensive two-child policy, this paper finds that the implementation of the comprehensive two-child policy can not effectively solve the population problems of our country in the long run,and the relationship between fertility security and female reproductive behavior is most closely related, which plays an important role in improving fertility. Therefore,by studying Becker’s theory of fertility economy, public policy profit and loss compensation theory and gender theory, this paper puts forward to reduce the cost of fertility, improve the level of public service supply, and improve the protection of women’s rights and interests as the main measures to promote the improvement of reproductive security,in order to enhance people’s fertility will, and then effectively solve the problem of low fertility rate facing our country. In view of a series of problems, such as the high cost of two-child birth, the energy consumption of raising children and the dilemma of women’s career development, this paper focuses on the shortcomings in the three aspects of fertility cost, reproductive public service and women’s professional rights and interests. In order to solve the problems existing in fertility security, the paper expounds the direction in which fertility security can be optimized, including improving the effectiveness of policies in social reproductive welfare, public services for childbirth, and the rights and interests of women of childbearing age,so as to finally balance the age and sex of the population, improve the demographic structure of our country, and promote the sustainable development of our population and economy and society. |
