Comparative Research On Multi-governance Models Of Community In Megacity

Community governance is an important theoretical and practical issue.As a megacity,Shanghai’s community governance has always been valued with many studies,but there is still a lack of research on community multi-governance model and its division.Based on systematically combing the status quo of community governance in Shanghai,this paper selects three typical cases of Zhongda,Yuanlong and Nandan,uses field investigations,in-depth interviews and other methods,compares and analyzes the community’s multiple governance models driven by different core subjects,and extracts the community’s multiple governance mechanism.Shanghai’s community governance has gone through three stages: the embryonic stage,the formation stage of government-led model,and the innovative social governance stage.The corresponding community governance practices have gradually shifted to community micro-renewal.Shanghai’s community governance focuses more on old communities with a high proportion of the elderly and migrants,mainly in the central city and suburbs.Based on the comparative analysis of three typical cases,this article summarizes three types of community governance models: neighborhood committee-driven model,residents-driven model,third-party driving model.In neighborhood committee-driven model,the neighborhood committee is at the core of the community’s multiple governance network,actively seeking government resources upward,empowering third-party downward,mobilizing residents,and leading the negotiation and resolution of community governance issues,but it needs to be supervised.In the resident-driven model,residents’ demands have stimulated their subjective consciousness,and their bottom-up feedback has promoted the negotiated governance of multiple subjects,but this model requires the drive of community elites.In the third-party driving model,the third-party accepts government’s commissions upwards and meets the needs of residents downwards.It is the core subject of the multi-governance network,but it lacks an effective path to enter the community.The three models reflect that the mechanism of community multi-governance is the twoway effect of top-down and bottom-up forces.In the multiple governance of community,in addition to the support and guidance of government,the active participation of residents,the bridge role of neighborhood committee and the embedding of third-party,it also needs the assistance of the community participation system,negotiation system,and interest coordination system to promote effective multiple governance of community.The future multiple governance of community should strengthen empowerment,coordinate the power of top-down and bottom-up,avoid the shortcomings of multiple subjects,and optimize the structure of multiple subjects.
