The elderly are not only the precious resources of the party and the state,but also the important wealth accumulation of the current society.On the basis of actively implementing the protection of the rights and interests of the elderly and fully summarizing the experience of coping with the aging of the population and establishing a learning society,in 2016,the State Council issued the five-year plan for the development of education for the elderly,which clearly pointed out that five key tasks are to gradually increase the supply of educational resources for the elderly,expand development paths,strengthen support services,innovate development mechanisms and promote sustainable development.To accomplish these tasks,we need to build a set of elderly education service system with clear objectives,clear levels and complete functions in the process of practice.Based on the background of actively responding to the aging of population,this paper first divides the elderly education service system into three dimensions: teaching objectives,system guarantee and management service.Secondly,with Inner Mongolia as the research focus,this paper analyzes the reasons for the imperfect construction of the elderly education service system in the underdeveloped areas and selects T City,one of the nine prefecture level cities in the autonomous region,as the specific research object.This city has a large population and a deep degree of aging,and it is also the city with the most concentrated Mongolian population.It has obvious national characteristics and faces more universal difficulties and problems.At present,the service system of elderly education in T city has the problems of single service content,insufficient supporting mechanism and unequal distribution of resources on the supply side.The reflection on the demand side is that the diversified needs of the elderly can’t be met,the deep needs of the society for elderly education can’t be supplied,and the education needs of the community front line and the rural grass-roots level can’t be improved.The main reasons are short-sighted target orientation,lagging system guarantee and immature management mode.Finally,according to the contradictions between the supply and demand sides,combining with the overall situation of the elderly education in Inner Mongolia Autonomous Region,and drawing on the excellent experience at home and abroad,this paper puts forward suggestions to optimize the elderly education service system from three aspects: first,establish the teaching goal of "Silver haired talents",establish the concept of talents and deepen the awareness of service;second,establish and improve the supporting guarantee system to achieve clear responsibilities and balanced resources.The third is to establish a market-oriented management system,promote diversified learning mode,carry out flexible curriculum design,introduce market-oriented evaluation mechanism,and explore the integrated teaching ideas of learning and application.
